Ms. Ayala said the current agreement is very generous and no one has indicated a
problem with the funding; the problem is the timing. The District indicated its difficulty and the
City volunteered to help. She believed a flow chart would show how much money would be left
over after the construction occurs. She appreciated what the developers have done.

R was moved by Ms. Ayala, seconded by Ms. Hosterman, to work with the School
District to draft an agreement to address the District's concerns about short term shortfalls
in the Neal School operating budget.

The roll call vote was as follows:
AYES: Councilmembers - Ayala, Hosterman, and Mayor Pico
NOES: Councilmember Campbell
ABSENT: None
ABSTAIN: Councilmember Brozosky

Ms. Ayala asked staff if there was anything else the City could do to move this project
along in as timely a manner as possible?

Mr. Roush said resolution of the loop road is necessary in order to allow the developers
to get bids, so the construction can start as early as possible. Council direction is clear this is a
top priority and plans are expected by the end of the week and meeting will be scheduled with
the District and developer's architect. A report will come back to Council in January.

Item 6d
Status Report on the City's Response to the Enerk-y Crisis: Adoption of the Pleasanton
Enerkn/Plan. (SR 02:290)

Scott Baker presented the staff report.

Mayor Pico declared the public hearing open.

David Bouchard, Chamber of Commerce, 777 Peters Avenue, indicated the Chamber has
been on record as supporting an energy policy for the City. When this process began a year and
a half ago, the Chamber submitted a letter to the Council for its priority setting meeting
requesting energy to be a high priority. He applauded the efforts of Council and staff in getting
to this point. The Chamber has worked closely with staff and the Energy Advisory Group to see
how best to implement this plan. He commended the members of the Energy Advisory Group
for the hours they spend developing this plan.

Vauglm Wolffe, 1798 Peru Court, a member of the Energy Advisory Group, indicated the
group recommended Option 1 (approve a permanent/semi-permanent committee with public
hearings). There was also some suggestion that at the end of a year the work of the committee
would go back to staff with the monitoring of the progress by the Planning Commission and City
Council. It was stated "this may be the most efficient manner in which to see the Plan
implemented." He said it may not be the most efficient. He believed having the committee on a

Pleasanton City Council 21 12/03/02
Minutes
