implementation stage, structure is needed to allow effective development and implementation of
the plan. He believed it should be a citizens committee of a fixed size with an elected chair from
the group, using parliamentary procedures with minutes recorded and approved, and with staff
support. The core members of the EAG should be included if they desire and include new
members appointed by the City Council. The meetings should be open to the public and time
allowed for public input. He felt that was critical to the success of the process and to prevent the
type of influence and abuses that have resulted in the failure of these efforts elsewhere. This
plan is a list of ideas and opportunities and not an ordinance. He suggested setting priorities and
timetables for development of each project. Council will have approval authority to move
forward on specific projects as they are developed and the costs and benefits are analyzed. In the
spirit of moving forward, he offered his list of priorities. Develop a General Plan Energy
Element; this would establish the goals and programs of the energy plan as part of the guiding
policy document of the City. Develop education programs for businesses and residents.
Organize programs to explore comprehensive demand-side management programs for business
and residents. Demand-side is energy efficiency and conservation oppommities, not mandates.
Organize programs for aggregate purchases of materials and services for businesses and residents
to maximize, leverage and lower costs. Explore funding and incentive sources for solar bond
feasibility study to explore oppommifies to finance PV projects throughout the commercial,
residential and City buildings, similar to what is occurring now in San Francisco. Perform a
feasibility study to explore opportunities for Pleasanton to further enhance local control, power
purchase aggregation, power coops, and the range of "municipalization" opportunities.
Implement City demonstration projects, perhaps fire station ~4 and the new city hall. Although,
this plan is fundamentally a local initiative with local benefits, its implementation will have
global effects for the environment and the national energy security. He quoted Robert Redford,
"If we want energy security, then we have to reduce our appetite for fossil fuels. There is no
other way. Other issues may crowd the headlines, but this is our fundamental challenge. Big
challenges require bold action and leadership. To get the United States off fossil fuels in this
uneasy national climate of terrorism and conflict in the Persian Gulf, we must treat the issue with
the urgency and persistence it deserves. The measure of our success will be the condition in
which we leave the world for the next generation. Weaning our nation from fossil fuels should
be understood as the most patriotic policy to which we can commit ourselves."

Boyd Wilson, 9766 Waterman Road, Suite L2, Elk Grove, senior energy consultant for
Roberts and Brian, said he has been an observer of this process and wanted to congratulate the
group on what it has been able to do. His f'nxn consults with municipalities, water districts,
irrigation districts, etc. in the State of California and he believed Pleasanton was one of the
foremost groups that has decided to take the energy issue and move forward. He referred to the
California Energy Commission report and said years ago several California cities decided to do
what Pleasanton is doing at this meeting, to do something about their energy. Those cities in
Northern California are: Palo Alto, Santa Clara, Sacramento, Redding, Modesto, and Turlock.
He referred to forecasted PG&E rates for residential and commercial use, which are going up.
He encouraged the City of Pleasanton to continue with this plan. It is not liberal or conservative,
it is taking action. Items identified under the action plan, such as advocacy and education, are
good because people need to learn how to turn lights off. He noted there is technology to do that
automatically and that is part of the educational process. Supporting and developing ordinances
and policies are part of the group. He noted there are grants from state and federal agencies to

Pleasanton City Council 23 12/03/02
Minutes
