assist in financing portions of the plan. There are other groups and cities for creating alliances to
assist implementation. As an observer of this process, he congratulated the core group on pulling
together a plan. He felt this plan is as important as the award the City received from the EPA
because the City can be commended for adopting the plan.

There being no further speakers, Mayor Pico closed the public hearing.

Ms. Hosterman said she had been a member of the Energy Advisory Group from its
inception and noted the group represented quite a cross-section of the community. At times it
was a struggle to reach consensus, but for the most part it has been an extremely reward'mg
experience. She thanked staff for their tireless efforts. She referred to the steps listed in item 2
of the Action Plan (reducing Pleasanton's energy demand). These are key issues the group
identified as important to address in the future. The plan represents a springboard for further
discussion and implementation. We need to understand further aspects of these items such as
how things work, what they cost, how they can be implemented, in order to decide if they are
workable for the City. This is about establishing clean, reliable sources of energy to serve
residences and businesses at predictable rates. The energy crisis in California is not over and we
still face an uncertain future. She liked most of the staff recommendations. She was concerned
about the future of the Energy Advisory Group. She asked ifa motion could be made on some of
the recommendations and then discuss others further with a possible second motion.

Mayor Pico said that was fine.

Mr. Brozosky said he was not aware of the City tool lending library and asked staff to
expla'm the program.

Mr. Baker indicated there are seven devices available in the Building Depathnent which
will assist people to monitor their energy use. One device is a line logger which indicates how
much electricity an appliance is using. There is also a solar tracker, which helps in the
placement of solar panels. He said further outreach is necessary to make the citizens aware of
the tool library. He noted PG&E has more sophisticated tools available as well. There is no
charge for use of the tools from the City.

Ms. Hosterman asked how long the wait is to get one of these tools.

Mr. Baker said there is none at this time.

Mr. Brozosky referred to one of the action items 2e, to "develop an ordinance that
encourages energy efficiency upgrades and improvements in buildings upon sale." He would
like to change that to "investigate developing an ordinance . . ." He was not in favor of
developing an ordinance at this time until he has further information.

There was consensus on Council to add that change.

Pleasanton City Council 24 12/03/02
Minutes
