MATTERS INITIATED BY COUNCIL

Ms. Hosterman asked staff to proceed with the steps necessary to remove the West Las
Positas interchange fi.om the General Plan.

Ms. McKeehan asked if the Council supported the concept of staff bringing a report to
Council outlining all the ramifications of that. All but Mr. Campbell supported that.

Mayor Pico indicated there would be a priority setting meeting in March. This kind of
information is important for that meeting.

Ms. Ayala asked that the priority setting be done as soon as possible.

Ms. McKeehan explained that priorities are set in March and those recommendations are
included in the budget hearings in June. She said there will be a team building process in
January and it is possible to review priorities in February.

Ms. Hosterman referred to the proposal by Zone 7 of placing inflatable dams on Arroyo
Mocho to divert water. She would like to send a letter to Zone 7 asking it to prepare
environmental investigations in support of the requests of the Alameda Creek Alliance.

Mayor Pico said this was a very complex issue which impacts efforts that have been
ongoing for years to get the Valley Trails area out of the 100-year flood zone. Zone 7 has been
studying this for a long time. He was not prepared to send a letter to Zone 7 asking it to
discontinue that effort. He would support a request to obtain more information about Zone 7's
flood control plans.

Ms. Ayala suggested requesting information through the Liaison Committee and
scheduling a meeting.

Mr. Brozosky said he had been working with Friends of Kottinger Creek and would like
to have some kind of maintenance plan prepared. He asked for a status report regarding the contract with Wolfe Mason. He
was concerned with short-term problems that may occur this winter.

Ms. McKeehan indicated staff was working with the group. As with any park, there are
differing opinions and staff is developing a plan which will be presented to the entire

Pleasanton City Council 29 12/03/02
Minutes
