authorized final payment to California Pavement Maintenance Company in the amount of
$246.24; and authorized payment of retention in the amount of $17,014.78 to California
Pavement Maintenance Company thirty days after recording the Notice of Completion.
(SR 02:285)

eo

Approved the procurement process and budget adjustment for the purchase of two
replacement wildland (Type IV) fire patrol units. (SR 02:281)

f. Accepted the 2002 Employer Transportation Survey Results. (IR 02:060)

go

Adopted Ordinance No. 1873, an ordinance amending the City of Pleasanton Code by
adding a Commercial and Civic Green Building ordinance, as filed under Case PRZ-09.

Accepted the Traffic Committee Minutes - November 7, 2002. (IR 02:058)
No action was required or taken on this item.

Ellen Olson, 301 Diamond Court, referred to the discussion in the Traffic Committee
Minutes of whether to allow left mm lanes into and out of Diamond Com. She
presented a petition from residents of Diamond Court. This is a dead end street and the
only way in or out is Sunol Boulevard. For the past ten years, she has had no problems
getting onto Sunol, even after the metering program was initiated. She said the Traffic
Committee did not want to allow left tums due to safety issues. The report it based the
decision on came fi'om Florida and she felt it did not parallel her situation. Studies have
shown it is safer to make a right hand mm onto a busy street. In her case, if she wanted
to go south on Sunol, she would have to turn right onto Sunol, cross four lanes of traffic
to the fifth lane (mining lane) to make a U-mm at Sycamore. She did not feel that was a
safe maneuver. There are traffic signals at Sycamore and Arlington, each about 300 feet
from Diamond Court. There is an opportunity to pull out of Diamond Court between
signal changes and there has never been a problem, even with the recent metering. She
felt the question asked at the Traffic Committee meeting (Is it safer to make a right hand
mm at Diamond Court or to allow left hand tums?) was a loaded question. She cited
another example of a left hand mm onto a busy street. Finally, she asked Council to
reconsider this issue.

Ms. McKeehan indicated staff has met on a number of occasions with Mr. Olson. Staff
has made the commitment to Mr. Olson to bring this before Council to give the Diamond
Court residents, including the Olsons, the opportunity to present their case as an agenda
item. Staff does not see the safety issues the same way the Olsons do.

i. Proclaimed December 7, 2002 as "Pearl Harbor Remembrance Day" in Pleasanton.

The roll call vote was as follows:
AYES: Councilmembers -Ayala, Bmzosky, Campbell, Hosterman, and Mayor Pico
NOES: None
ABSENT: None
ABSTAIN: None

Pleasanton City Council 5 12/03/02
Minutes
