Other Speakers

Jaime Weber, 6872 Herrin Court, said her family are big soccer fans, she and her husband
coach, her son plays and has sold those coupon books. They have been very excited about Val
Vista Park. They plan to stay in their home near the park and to expand it to a second story. The
artist's rendering for the park showed the skate park to be farther from their fence than what is
occurring. Last July she noted the placement of the stakes and questioned the location of the
skate park with Mike Fulford. Having the park so close to her home will affect her quality of life
due to loss of privacy and noise. The concrete where children will stand is only 32 feet from her
fence. She gave pictures to the Council of the current construction. She did not feel she has
received adequate help from staff and asked Council for its assistance.

Ms. Ayala noted Council could not discuss this, but she would bring it up under Matters
Initiated. She indicated she has been to the park.

Ms. McKeehan said this was brought up under Matters Initiated at the last meeting and
staff was to investigate what mitigations could be provided. If that were not successful then the
matter would be referred to the Parks and Recreation Commission.

James Wolfe said this is the first time he has heard about the second story addition to the
Weber house. He understood the issue was privacy to the back yard. The original plans of the
park called for a turfed area next to the back yards and a fence was to be installed to prevent
access to that area. Staffproposes trees to help screen the back yard area of the Weber home but
placed so as not to block their view of the ridge line. There have been several conversations with
the Webers on this issue. The concrete forms have been laid and concrete poured for the skate
park.

Ms. Ayala expressed concern about the height of the bowl where the older children will
be playing. When at the top, the young people will be higher than the neighbor's fence and she
felt there would be a noise as well as visual problems.

Mr. Wolfe said the bowl closest to the Weber yard is the one with the least degree of
difficulty and the group that helped design the facility thought that is where young, beginning in-
line skaters would be and there would be fewer riders. There was a plan for picnic tables in that
area and Mr. Fulford has moved those tables to the other end of the park so there would not be a
congregation of people near the Weber yard.

Ms. Ayaia felt that a silo-like structure had been erected, the neighbors would have had a
better idea of the actual size of the skate park.

Mr. Wolfe said this facility is no where near the height of the silo. He responded to Ms.
Ayala's comment about kids standing at the top of the bowl by stating additional trees are
planned that will provide privacy and some noise mitigation.

Pleasanton City Council 7 12/03/02
Minutes
