It was moved by Ms. Ayala, seconded by Mr. Brozosky, (a) to make the facility at
ground level, (b) to move the bowl as suggested by Mayor Pico, with the condition that if it
cannot be designed to increase the distance between the facility and the adjoining
properties, that the bowl be eliminated, and (c) to reassess the addition of the lattice.

Ms. Hosterman asked how far the bowl would be from the Weber fence if it were
redesigned as discussed?

Mr. Wolfe said a definitive number could not be given at this time. What the Mayor is
suggesting is to put the element the same distance from the fence as the roller hockey element.
He believed that could be accomplished.

Ms. Ayala said she has heard conflicting comments about the connectivity between the
advanced bowl and the beginner bowl. She did not want the little ones mixed with the advanced
users.

Mr. Wolfe said the facility should not be designed where a person goes into a bowl with
no way out. He understood the issue and staff would try to design it so there is a separation of
uses as much as possible while still making it easy to get out.

Mr. Campbell did not think moving the beginner bowl in a few feet would solve the
problem. He felt eliminating it would be better and agreed with the suggestion of Mr. Brozosky
to move it to the Sports Park. He also supported the recommendation of the Commission to
lower the facility by two feet. Privacy is an additional concern.

Ms. Hosterman liked the idea of moving the beginner bowl in and keeping it congruous
with the rest of the design. She liked the idea of all age groups being able to enjoy the facility.
However, she was concerned about preserving the integrity of the neighborhood. It is one thing
to ask for compromises, but it is another thing to build something they can't live with. She asked
if it were possible to pull the bowl in, keep the integrity of the facility and make it available for
all age groups, but also make it palatable for the neighborhood?

Mr. Wolfe believed that whether the bowl is eliminated or moved in, it accomplishes the
same goal. If Ms. Ayala's motion is approved, the primary accomplishment would be to lower
the facility and he believed that is one of the main issues. It will provide greater distance and a
lower facility.

Ms. Hosterman acknowledged the $170,000 is a lot of money. She hoped in the future
there would be an upper end limit on budgets for new projects. With this park, she felt the
additional expenditure would be money well spent.

Mr. Brozosky was also concerned with the cost. However, if one looks at where the park
started, the number of amenities have probably been doubled. Adding just a little more will
make the neighbors much happier. Relative to the total price of the project, this is not a lot of
money. He suggested landscaping with thorns that would discourage people from getting close
to the residential fences.

Pleasanton City Council 14 02/04/03
Minutes
