Mr. Knowles replied that at Bernal, Vineyard is one lane, it then widens to two lanes and
then narrows to one lane after Sauterne before the traffic signal.

Mr. Tassano said an option would be to mm one of the existing two through lanes at
Montevino into a left mm lane. There was more discussion about the actual design of this area
and how the transition would occur.

Mayor Pico wanted to make Vineyard one lane from Touriga to Sauteme to further slow
traffic down.

Mr. Knowles said there was a problem with that because of the pedestrian crosswalk at
that location. Until there is more information on how the volume of traffic on Vineyard will be
affected, he would not recommend a single lane until after Sauterne. In the future one lane will
work, but not right now. A single lane eastbound that had to stop for a pedestrian, would
develop a queue that would not get started again. The reverse is not true for the morning.

Mayor Pico said his preference was to have one lane going outbound and a dedicated
right turn lane to get into the neighborhood at Tour/ga, Sauterne and Montevino and one through
lane. He felt if one lane outbound at Montevino is adequate, then it should be adequate between
Montevino and Bernal.

Mr. Knowles said because of the number of residences in this area, by the time one gets
past Montevino, many of the vehicles have turned off Vineyard. That is why a single lane at
Montevino works. There will be a period of construction at Tawny, Vineyard/Bemal and at
Stanley when there will be pressure for more traffic to use Vineyard at times. This may be a way
of offsetting that by having one lane in each direction.

Mayor Pico said his primary concern is to encourage traffic to go to Stanley and to slow
down the traffic on Vineyard as it goes outbound. He felt two lanes encouraged a higher rate of
speed than one lane.

Ms. Ayala asked if that would encourage cut-through traffic from Bernal down Tawny?

Mayor Pico said that could be a side effect if traffic backed up.

Mr. Knowles said the solution is that when someone takes Tawny to Touriga and wants
to turn left, they will be stopped there for a while waiting for a gap in traffic. If the striping is
changed so that people turning right will have to wait behind the people mining left, that will
discourage that route.

Mayor Pico invited public testimony.

Diane Pitts, 3028 Crestablanca Drive, expressed appreciation for all the time Mr.
Knowles and Mr. Tassano have spent on this project. She was willing to give up the island on
Crestablanca because the speeds on her street have not slowed down since the islands were

Pleasanton City Council 17 02/04/03
Minutes
