Mayor Pico expressed concern that drivers leaving the mobile home park might turn into
the wrong pocket as it is painted on the street.

Mr. Knowles said the drawing was a quick representation and would be refined before
actual painting. It will be obvious to drivers where they should turn. Ultimately, after all the
proposed development on Vineyard Avenue is complete, staff will review traffic in the area. If
staff has been successful in encouraging traffic to use Stanley, options like the roundabouts
would add twenty feet of landscaping on both sides of the street, and other measures would
enhance pedestrian crossing, but those things are not being recommended at this time. He
continued with the staff report.

Ms. Ayala asked when the traffic signals would be installed.

Mr. Knowles said the plans are finished and are going through the final permitting
process to get encroachment permits. The Bernal/Tawny light plans should be completed by the
end of February and constructed by Spring.

Mayor Pico asked about the signal at Vineyard and Montevino.

Mr. Knowles said it has not been designed yet. If it is included in the contract for a
signal at Dorman/West Las Positas and Bernal/Pleasanton Ave, it could be finished before school
started, but staff would have to start right away.

Mr. Brozosky referred to the plan for three turn lanes onto Stanley, but Stanley is only
two lanes.

Mr. Knowles said there is a plan to add a third eastbound through lane in front of
McDonalds and through the intersection, which will then taper down to two lanes. That would
provide the opportunity to make triple left turn lanes.

Mr. Brozosky was concerned about painting before the overlay. A major concern of the
neighborhood was sound and it would be nice to know what happens after the overlay with the
rubberized asphalt and it goes to one lane. Will there be enough good data with the road as it is?

Mr. Knowles said one of the advantages of doing it sooner rather than later is to collect
more data. The last thing staff wants to do is put in new asphalt and experiment with striping
that would later have to be ground off of the brand new asphalt. Staff will still be able to gather
data on noise and speeds. Traffic is expected to go faster on a newly surfaced road, but it may be
that a single lane would bring down the speed profile on the street.

Mayor Pico asked how Montevino and Vineyard will look.

Mr. Knowles said it would be about the same as it is now except now there is a four way
stop with two east bound lanes. In the future, there will not be two lanes.

Mayor Pico asked for an explanation of the lane changes from Bemal to Montevino.

Pleasanton City Council 16 02/04/03
Minutes
