John Harcourt, '729 Montevino Drive, appreciated the good ideas and qelt moving cut-
through traffic to Stanley would be a big help. His concern is safety and speed. There is a long
stretch of road from the light at Isabel to Bernal. It is not just teenagers who are speeding, but
also moms in minivans and suburbans. Ruby Hill needs Neal Elementary. Without that school
there is tremendous traffic in the morning peak hour. He sees drivers every morning who appear
to be late for appointments. A red traffic signal does not mean it is safe. He believed more
accidents will occur if the signal is installed, especially at night. People build up speed on that
long stretch and he did not think they would be able to stop. People need to encourage the
School District to build Neal Elementary. He appreciated the proposed mitigations. The cut-
through solutions with Stanley, Bemal and Tawny are going to help. He asked Council not to
put additional pressure on his intersection by putting in a traffic signal.

Bob Shaffer, 3477 Bernal Avenue, indicated he lived between the two sections of
Vineyard. He asked for more clarification on the proposed two turning lanes from Vineyard to
Bemal. There is a merge lane already and that makes it difficult when turning into his driveway.

Mr. Knowles said the merge would no longer exist. There would be two northbound
lanes to the Bernal/Vineyard signal. It would narrow the turn lane, but it would still exist. At
Bernai southbound at Vineyard, there would be only one through lane with one turn lane coming
off Vineyard.

John Kay, 3424 Touriga Drive, referred to the proposals for Touriga and Vineyard. It
apparently shows a left turn lane, two lanes coming towards the west, a through lane and a lef~
mm lane. He did not like the proposal and felt a backup at the single through lane would
encourage cut-through traffic onto Touriga. He did not like the roundabouts. He lives on a
straight road and people have hit his curb, his trees, etc. A roundabout would just make it worse.
He wanted Vineyard to remain wide and to enforce the speed limits. He also wanted something
done to reduce speeds on Touriga.

Meribeth Detweiler, 553 Santel Court, said she is one of the moms in the minivans on
Vineyard making three or four trips a day. She wanted Vineyard to stay with four lanes. With
the current PG&E construction work, she has seen what it would be like with a single lane. It is
difficult for residents coming out of the Shadow Cliffs development, especially in the morning.
She said there has been a problem for years with people turning onto Sauterne and coming down
Chardormay. She was confident there would be a huge increase in traffic on Chardonnay if there
is only one westbound lane on Vineyard. She related an incident when a car cut-through the
neighborhood and it did save time. She said she had spoken to Kathy Flachsbarth before she had
to leave the meeting and she opposed narrowing the road but was unsure how she felt about the
traffic signal. Most of the residents of Shadow Cliffs do not exit the neighborhood at that end.
She was also confused by the chart at the back of the staff report which indicated low
effectiveness on through traffic speeds, noise, etc. by narrowing the street. Someone mentioned
building Neal School would save 250 trips. She said 400 students could attend that school and
even with carpools there would be 250 vehicles. With the round trips to and from and various
errands to the school, there could be a total of 1000-1200 vehicle trips that would not be using
Vineyard. She leaves home thirty minutes before school starts and seven years ago, she could
leave ten minutes before school started. She opposed the traffic signal at Montevino imposed on

Pleasanton City Council 19 02/04/03
Minutes
