the residents, because the ~'a£fic only lasts for a short period in the morning. She referred to the
staff proposal to revisit the Vineyard traffic issues once the area is built out. She urged staff to
contact all the neighborhoods that would be impacted. She indicated she had spoken to several
people in various neighborhoods that were not aware of the meetings in November and
December.

Laura Danielson, 2349 Romano Circle, another minivan mom, said without school buses
or Neal Elementary, these trips are a fact of life. The Ruby Hill residents are members of the
community and are not cut-through traffic. They are using an arterial road. She sympathized
with people who are having problems with cut-through traffic. She would love to see Tracy
traffic use Stanley Boulevard. She did not understand the hostility for her neighborhood. They
have no choice but to drive on Vineyard. Now that there is construction on Vineyard and it is
down to one lane, she sees people coming out of Shadow Cliffs looking extremely frustrated
because they can't get out of their neighborhood. She has seen cars cut-through the
neighborhoods and felt narrowing the road and causing backups will cause more cut-through.
She supported the traffic signal at Montevino. She has seen children trying to cross that street
and it is dangerous. She opposed restriping Touriga to make it one lane and to stop traffic
behind left turners. She said traffic will back up on Touriga and it will make the residents very
angry. She was unclear about the two traffic circles and loop road at Neal Elementary. Were
those installed because of safety or for traffic calming? She questioned whether they should be
installed since there is no guarantee the school or the houses will be built.

Mr. Knowles said it is both. They were to calm traffic and to replace the signal that was
to be installed just east of the school. Roundabouts circulate traffic much better than a signal
would. They also serve the residents who live in tracts that feed onto the streets adjacent to the
school and access Vineyard, along with slowing traffic in the vicinity adjacent to Vineyard. It
will encourage through traffic to use Stanley instead of Vineyard.

Ms. Ayala pointed out the School District is sharing the cost of the road so there is an
incentive to proceed with the school. She encouraged the residents outside of Ruby Hill to work
with them to encourage the District to build the school sooner rather than later.

Mary Roberts, 1666 Vineyard, said she has lived there fifteen years and is well
experienced with driving kids all around. She was very much in favor of the traffic signal at
Montevino. She acknowledged there are problems with the light. It will cost as much as it does
to lower the in-line skate facility mentioned previously. She hoped it does not encourage more
capacity, but with the other signals, she hoped it would discourage through traffic to Livermore.
Some people have mentioned that the bus stop has changed. Maybe the pedestrian is no longer
as great. It will be interesting to see how the light at Ruby Hill affects morning traffic. She liked
the roundabouts. Some of the previous speakers have forgotten that there are residents who have
to be able to get out of their driveways. She believed they will work well to keep the traffic
moving and cut down on pollution. She referred to Mayor Pico's suggestion of having one lane
eastbound on Vineyard. She said that is not the problem because it goes uphill. When driving
towards town, it is downhill and cars naturally pick up speed. She has been to many seminars on
traffic to know what Mr. Knowles was talking about with single lane traffic.
