community will raise some of the money necessary, and $6 million was a good starting
poim.

Ms. Hosterman said it seemed to her that the City was not going to need the
funding until FY 06/07.

Ms. Ayala asked if the Fire Station conversion had begun?

Mr. Wolfe said a Request for Proposal had been sent out. ARer that process is
complete, staffwill forward onto Council a recommendation on a design finn to proceed
with the project. Mike Fulford is project manager, along with Andy Jorgensen. There is
also a fund raising group fxom the Pleasanton Cultural Arts Council that has been
involved. After the design is in place, Arts Committee members will then go into the
community seeking potential donors. This project will go through the Civic Arts
Commission and then the Parks and Recreation Commission, with the Planning
Commission and City Council hearing the proposal next. The schedule provided shows
the design task force meeting in October. The schedule is moving according to plan.
Typically the process involves going through a Master Plan process with approval from
the Council. It then goes on to design. Because the Master Plan is already adopted this
will move along much quicker. The Fire Department will be leaving the facility in
approximately two years

Vice Mayor Campbell asked about the $4 million being transferred from the Civic
Center Improvement project and asked about replacing that amount in the future.

Ms. McKeehan said staff was comfortable with either recommendation and in
either case the money for the Railroad Avenue Fire Station conversion is in place. The
Civic Center Project will be partially funded with cash and partially with some sort of
financing.

Ms. Hosterman asked for the difference between Option 1 and Option 2 and the
advantages and disadvantages from a purely economic standpoint.

Ms. McKeehan stated in one case there would be a lump sum of money out of a
reserve account for a different project and put it towards this project. In the second
scenario the money is left alone, but as money comes in, rather than putting more money
into the Civic Center project, all of the new cash is put towards the Railroad Avenue
reuse. Either one works.

Ms. Hosterman asked if staff preferred Option 2 because that option provides for
the funding necessary at the time the renovations are actually going to begin.

Ms. McKeehan said staff was comfortable with either option. There was no
preference. The real issue is making sure the City has the cash when it is needed. Option
2 does this. The discussion Council had during the budget meetings was only Option 1.
There is now another option but the results are the same.

Pleasanton City Council 7 09.02.03
Minutes
