Mr. Brozosky asked if the Civic Center Project would be able to start before FY
06/07.

Ms. McKeehan said by then the project could be prepared to start if the planning
process is complete. If it is decided to continue to look at options, then the schedule
could be different. Each option presented addresses this point.

Ms. Hosterman stated the renovation would not be delayed with either option
choice.

Mr. Brozosky said that if the schedule is on time, then staff would have to come
back in FY 04/05 and pull some money at that point, depending on the project cost. If$6
million is needed and it is on schedule, staff will return to Council with recommendations
of where the money would come fi.om.

Ms. McKeehan reminded Council that typically payments are made over a period
of years towards projects. If the funding is there, then projects begin. If the funding is
not there, projects are not undertaken.

Ms. Ayala said the exact amount is not in place for the Fire Station conversion or
on the Civic Center project. It is safe to say that the Civic Center project has a lot more
money involved in the project.

The public hearing was opened.

Vanessa Kawaihau, 871 Sycamore Road, expressed her concern about the
prospect ora Bypass road not being built and where the money earmarked for this would
be directed.

Ms. McKeehan responded by saying the recommendation is to use the $500,000
"within the Happy Valley Specific Plan Area" and thereby it would not be used in any
other location.

Kevin Close, 871 Sycamore Road, said what was now needed was a commitment
to spend this money on the Bypass road so that these funds will not be raided in the future
by this Council or any other future council. The core developers of the golf course can
start dedicating funds to the funded project, since the housing development is required to
use the Bypass road for access to the golf course, as stated in the Happy Valley Specific
Plan. He encouraged development of the Bypass road to proceed.

There being no further speakers, the public hearing was closed.

Vice Mayor Campbell reminded Councilmembers that the first action would be
on the transfer of money to the Railroad Avenue Fire Station.

Pleasanton City Council 8 09.02.03
Minutes
