are other resource data materials coming in. These will help determine directions in
which to explore such as mental health and medical services. These cross all age levels
and economic strata. There is a large service gap that will only increase as the population
ages.

Mr. Brozosky asked about the City of Dublin's participation.

Ms. Morley said Dublin is involved in the study because the impact of the
situation is regionally. Dublin currently does not have the funding mechanisms that
Pleasanton has and does not have a Human Services Commission. Dublin is supportive
of the study and is involved in some of the regional advocacy.

Mr. Brozosky asked about working on a subcommittee and the goal setting
process.

Ms. Morley hoped that the commissions would hear from the subcommittee about
good short term and achievable projects and some long-range goals that can be achieved
regionally. Each city would establish its own goals.

Mr. Brozosky said part of the services needed in the community is support of the
people in need and seniors. Is there any concern that if there are more subsidized housing
and senior housing that more services are required?

Ms. McKeehan said the impact is coming from the people who are already
residents in the community. There are a number of people who are aging and wanting to
stay in the community.

Ms. Morley said the reason the Human Services Commission meets with the
Housing Commission is to explore how best to use CDBG Block Grant funds to best
serve the community.

Mayor Pico said he is supportive of the Human Services Commission
recommendation, but was not supportive of recommending the findings be used to
establish the funding priorities. He wanted to leave the flexibility with the Human
Services Commission to make those recommendations, rather than have them specifically
tied to the report. It gives everyone more flexibility.

Ms. McKeehan said this was the beginning of the process to do just that and to
provide guidance and the ability to pick priorities because of the additional information
available. It is the same concept as the Youth Master Plan where the priorities are set.

Ms. Morley said she saw it as an opportunity through the subcommittee process
for regional advocacy as well as local opportunity advocacy toward change and to
actually see tangible process and results. From the RFP process the model talks about
using this tool to set funding priorities to advocate for resources.

Pleasanton City Council 20
Minutes

09.02.03
