Mr. Roush said that if Council were interested in an ordinance of this type, it
would be appropriate to direct staff to draft such an ordinance. This would also allow
staff the opportunity to draft findings so that a recommendation could be made to Council
whether these findings were defensible.

Before November 2004, Ms. Ayala asked staff what large projects could possibly
come before this Council?

Brian Swift, Director of Planning and Community Development, said that staff
has received proposals for a General Plan amendment and senior housing project on the
Vintage Hills Shopping Center site. This particular proposal would be close to
generating the daily number of trips that the Planning Commission was referring to at its
meeting on March 24. He pointed out that most of the traffic information is based on
peak hour trips; therefore, all of the City's adopted standards for purposes of the General
Plan are based on peak hour. In terms of net traffic trips, if the Vintage Hills Shopping
Center were compared to what a fully thriving shopping center would be in this location
versus a senior housing project, the senior housing project would generate fewer traffic
trips. Staff has received an application for the Kottinger Hills project. This application is
for 98 units, which would meet the Commission's threshold for the daily number of
traffic trips. Lund Ranch H is currently being processed with its environmental impact
report. This project is for 75 to 150 housing units, which would also meet the daily
traffic threshold. There are no new commercial and industrial projects that are being
proposed. He pointed out that there are conditional use permits, for instance, the
Planning Commission recently approved the relocation of the school that used to be
locawxl on Black Avenue to Hacienda Business Park, which generate far more than the
threshold of daily traffic trips.

Ms. Ayala did not believe that the Kottinger Hills and Lund Ranch II
development projects would come before Council before November 2004.

Mr. Swift said that stall~ is in the process of preparing the environmental impact
report for Lund Ranch II. If Council approves the environmental impact report
consultant contract this evening for the Kottinger Hills project, staff would begin this
process. It typically takes anywhere from five to nine months to complete an
environmental impact report, depending upon the level of controversy and the complexity
of the project. He believed it was unlikely that the environmental impact report would
complete the decision making process before November 2004.

Ms. Ayala asked if the Vintage Hills Shopping Center proposal would come to
Council before November 2004?

Mr. Swift said that the Vintage Hills Shopping Center proposal is tricky, and it
depends on how staff characterizes the traffic issues for CEQA purposes. If this proposal
were compared to what a shopping center would generate, it would clearly be a reduction

Pleasanton City Council 18 05118104
Minutes
