in traffic. If compared to what exists today, then it would generate a slight increase in
traffic. A senior housing project would not be a large traffic generator.

Ms. Hosterman said that the major concern in the community is to move away
from building mansions in the hillsides and to focus on workforce housing and affordable
housing options in order to meet a more balanced housing stock throughout the City. ghe
noted that the Planning Commission excluded a number of areas that had vested rights for
development. She believed C{mncil could add some additional areas in town to be
excluded, for instance, the Vintage Hills Shopping Center. She believed the process for
approving projects naturally slows down during a General Plan review, as Council is
looking at different elements and the impacts of certain projects before moving on with
identifying and approving projects. She was leaning towards asking staff to look at
putting together an ordinance, but at the same time, she was also interested in allowing
those projects that are well within the City's housing element to at least be developed and
come forward as part of the normal process, so that Council has the opportunity to look at
these options for the City.

Ms. Ayala believed that if Council started to eliminate ail of the suggestions of
the Planning Commission, all of the major projects that would be left would be Kottinger
Hills and Lurid Ranch II. She noted that neither of these two projects would come before
Council before November 2004. She believed it would be a waste of time for this
Council to put a moratorium in place when there will not be any projects coming before
Council prior to November 2004.

Mr. Swift said that the Lund Ranch II project is further along, as the
environmental impact report is in the process of being drafted. There are two large
apartment projects that are currently being proposed. One apartment project has been
submitted for the Hacienda Business Park. Both of these projects require a General Plan
amendment. The projects are being reviewed in conjunction with the overall General
Plan and cannot be approved without modifications to the traffic policy. He did not
believe Council would be considering these two projects before the November 2004
timeframe.

Ms. Ayala concurred with Ms. Hosterman's comments related to a natural slow
down of projects during a General Plan review. She did not believe any projects were
approved in 1993 through 1996 until Council finished the General Plan update, which she
believed was appropriate. She noted that California is in a state of uncertain economic
times. She was very supportive of Pleasanton's business community and believed there
is an impact on the business community when a moratorium word is used. She is not
interested in approving any projects right before an election. She believed Council
needed to think long and hard about declaring a moratorium and having an impact on the
business in the community for the number of projects that were being considered.

Mr. Campbell said he was leery to state what he believed before public comments
were allowed, as this Council ihas been chastised about this before.

Pleasanton City Council 19 05/18/04
Minutes
