posed by future development further up in the hills by the grading and landfill
contouring.

A written communication was received from Henry Luis, 993 Summit Creek
Court. Mr. Luis asked Council to hold off any further development in Pleasanton until
the General Plan has been updated and considered. As a resident of Bridle Creek, he was
concerned about the impacts that Lurid Ranch II would have on his neighborhood. He
believed this generation has done enough development, and encouraged Council to leave
the remaining space to future generations to decide. He asked Council to not allow
irreversible decisions to be msbed and to err on the side of preservation for this
community.

Vice Mayor Ayala declared the public hearing closed.

Mr. Campbell asked staff for a realistic time hame if Council directed staff to
prepare the initial report for adoption of a moratorium.

Mr. Roush said that staff would be able to bring a report and a draft ordinance
back to Council at its June 15 meeting.

Mr. Campbell asked if this matter would be a serious drain on staff resources, and
would other projects need to be placed on hold, particularly the General Plan update.

Mr. Roush noted that staff prioritizes issues and brings them forward to Council
as directed.

If adopted on June 15, Ms. Ayala asked if the moratorium became effective
immediately?

Mr. Roush said yes.

Ms. Ayala asked staff what it would be required to do within the 45 days after the
moratorium was adopted?

Mr. Roush said that staff would bring a report back to Council within the 45-day
period that would indicate what had been done to further the process along. Council
would then conduct a public hearing and determine again whether it wished to extend the
moratorium up to a maximum of an additional 10 months and 15 days. If the Council
votes were to do that, then the moratorium would be continued. At that end of this period
of time, staff would come back to Council with a report and explain what has happened
in the intervening time to alleviate the situation. Council then has another option to
extend that moratorium for another 12 months.

If Council chose to extend the moratorium an additional 10 months and within
that 10 months, a new Council. is elected and chooses to discontinue the moratorium, Ms.
Ayala asked what would happen?

Pleasanton City Council 26 05/18/04
Minutes
