Mayor Pico supported the concept of holding a joint scoping session. He
reminded Council of the Busch/Ponderosa project that was referended in this community,
which shared similar issues. While he understands that this project is a significantly
different project than what had been proposed years ago, he understands the concerns of
the neighbors. This project is within the City's urban growth boundary and annexed to
the City of Pleasanton. He was convinced the community would like to see a project that
is acceptable. He would like to take a positive approach in reviewing this project and
find a solution that works.

Phil Blank, 1339 Hearst Drive, said that the residents are prepared to mferend the
project as it stands today, as there has not been a meaningful change in the project design.
The residents are in support of the process to award the contract to Mundie & Associates
to prepare the EIR; however, there are two issues that he wanted to acknowledge. He
pointed out that Section 3.04 of the Initial Study and Environmental Checklist Form for
PUD-33 rates the air quality impacts as insignificant if mitigated. The residents strongly
disagree and believe that a 50 percent increase in traffic, and the amount of construction
that this project proposes, are significant factors. The other point where residents
strongly disagree with staff s analysis is Section 3.11, Growth-Inducing Impacts. This
section notes that the growth-inducing impacts are insignificant. The residents believe
that the project as it is currently proposed has significant growth-inducing impacts.

Mike Regan, 1363 Hearst Drive, said he was supportive of the process to award
the contract to Mundie & Associates to prepare the EIR. He was solidly against the
project, but believed that the environmental impact report is a vehicle and a way to put
the issues on the table and come to some type of resolution. He noted that Mr.
Inderbitzen has met with the neighboring residents and has been forthcoming about the
project. The residents in turn have presented to him its concerns and issues that they
would like to see resolved.

There were no further speakers.

It was moved by Ms. Ayala, seconded by Mr. Brozosky, to authorize the City
Manager to execute a contract for consulting services with Mundie & Associates,
Consultants in Land Use and Economics, to prepare an Environmental Impact
Report for the Kottinger Hills PUD Development Plan (PUD-33), and to include the
City Council and Planning Commission in a joint workshop as part of the EIR
scoping session.

Ms. Ayala said she is very concerned about the density, loss of existing trees, loss
of open space, traffic circniation and impacts to quality of life that this project will have
on the community.

Pleasanton City Council 33 05/18104
Minutes
