Ms. Hosterman concurred with Mayor Pico's comments. She was particularly
concerned about the safety of younger children riding their bicycles through the carwash
area. She also believed that a self-closing gate would keep smaller children in the
residential neighborhood.

Mr. Bmzosky said he was more concerned with smaller children riding their bicycles
on Bernal Avenue as opposed to the carwash area. He suggested building an
overlapping gate which will be effective in not only blocking the noise but will prevent
smaller children from riding through the carwash area.

Mayor Pico asked Mr. Brozosky if it was his intent that the overlapping fence not
close the pedestrian walkway?

Mr. Brozosky said he did not want to close the pedestrian walkway. In addition to the
recommendation for an eight-foot tall redwood fence, he asked staff for its rationale in
recommending a six-foot tall redwood fence along the easterly property line from the
pedestrian walkway to the exit of the drive-through.

Mr. Swift said that the distance between the carwash and the residential neighbors
make it so that the fence needs to be taller in order to keep the same 8 dBA reduction.
The drive-through is located next to that wall and most of the sound as indicated by the
noise consultant is at a lower evaluation so the effective height of the six-foot fence has
the same 8 dBA reduction in noise at the residential neighbors yards.

It was moved by Mr. Brozoaky, seconded by Mr. Campbell, to require a sound-
attenuating eight-foot tall redwood fence along the southerly property line from
the carwash entrance to the southeast corner and along the easterly property line
from the corner to the pedestrian walkway, and a sound-attenuating six-foot tall
redwood fence be added along the easterly property line from the pedestrian
walkway to the exit of the drive-through lane.

The roll cell vote was taken as follows:
AYES: Councilmembers - Ayala, Brozoaky, Campbell, Hosterman, and
Mayor Pico
NOES: None
ABSENT: None
ABSTAIN: None

Mr. Brozosky said he would like to require an overlapping, sound-attenuating
barrier that would block the walkway and deter bicyclists and protect the safety of the
children. He asked for staff's opinion.

Mr. Swift said that staff considered an overlapping fence when it first looked at
options that required the wall in order to meet the 60 dBA at the property line. The
Police Department had issues with the design that would allow someone to hide from
their view corridor into that area. The fence does not have to be continuous to meet the
sound attenuation because of what has been done to the carwash. He believed it is
possible to build a zigzag mechanism like Mr. Brozosky is referring to avoid the
mechanical gate and also to avoid the issues that the Police Department was worried
about. He pointed out that the overlapping walls along the freeway and the Arroyo de
Laguna were built for sound attenuating purposes.

Pleasanton City Council 24 09/07/04
Minutes
