Chairperson Fox asked Ms. Sweet if she was referring to a greenbelt or an
infrastructure-like separator. Ms. Sweet replied that she was referring to a landscaping
visual separator that would demonstrate how the two communities might work, such as
the Doolan Canyon between the cities of Livermore and Dublin.

John Carroll, 2981 Moreno Avenue, expressed concern for Mohr Elementary School in
connection with the downstream impacts that will take place. He cited the California
State Senate Bill No. 352 that prevents the building of schools within 500 feet of major
thoroughfares or freeway system but does not prevent putting a major thoroughfare next
to a school. He noted that the EIR assumes the Stoneridge Drive extension to be only an
EVA; however, if in the future there is a move to connect Stoneridge Drive to El Charro
Road, there would be a significant differences in the traffic study. He inquired if the EIR
will look at Stoneridge Drive only as a currently proposed EVA or also as what it might
be in the future. He pointed out that the impacts of an EVA, even with buses, would be
minor, but putting the road through would make an enormous difference considering the
current conditions on I-580. With respect to the possibility that the EVA would be used
by buses, he requested that the buses utilize natural gas as opposed to diesel. He also
proposed that construction vehicles for the senior community use I-580 and El Charro
Road rather than Stoneridge Drive.

Chairperson Fox reminded the audience that the deadline for submitting comments is
April 30, 2007. In response to her inquiry if the noticing area included Mohr Avenue,
Ms. Giffin replied that it did not. Chairperson Fox inquired if it would be possible to
send notices to residents all the way down south to Mohr Avenue regarding the comment
period. Ms. Giffin replied that in staff’s opinion, more than adequate noticing has been
done for this project, going beyond the 300-foot radius required legally and expanding
over a 1,000-foot radius, noticing a total of 2,952 residents.

Edward Reedy, 2101 Palmer Drive, inquired if there was a plan to eventually extend
El Charro Road through to Stanley Boulevard. Chairperson Fox replied that it is in the
1996 General Plan and is part of the General Plan Update. Ms. Giffin confirmed that it is
part of the Update process. Mr. Reedy reiterated that Stoneridge Drive should not be
opened and El Charro Road should not go through to Stanley Boulevard until the traffic
problems on I-580 are mitigated.

THE PUBLIC HEARING WAS CLOSED.

Chairperson Fox thanked the members of the audience for their comments and stated that
any additional comments could be emailed to Ms. Giffin.

Each Commissioner then presented their comments.

PLANNING COMMISSION MINUTES April 11, 2007 Page 11 of 18
