a 12 -inch DISTRICT water main within Dublin Boulevard in Dublin, California. Each agency shall <br />own, operate, and maintain its respective facilities, and nothing herein contained shall be deemed to <br />affect the title to facilities of the agencies. <br />(b) htertie Connectors. Water shall be made available at the normal system <br />operating pressures within the supplying agencies' service zones. Because the operating pressures <br />in the CITY mains are approximately 5 psi (pounds per square inch) less than those in DISTRICT <br />mains, each agency shall maintain its own connector pipit% aid equipment for effecting the transfer. <br />Said equipment shall include flow meters, valving, pumps or pressure reducing valves, as appropriate, <br />for regulating the rate of flow and pressure of the water to be transferred. <br />(c) Operations. Upon declaration of emergency pursuant hereto, each agency shall <br />be responsible for operating its own valves and shall not operate any valves of the other agency. Both <br />agencies shall record the meter readings before opening the intertie valves. <br />5. PAYMENT. All water furnished shall be metered and shall be paid for by the <br />receiving agency. The charge shall be computed at the highest volume Zone 7 block -rate for service <br />in the supplying agency's service area, regardless of the volume of water delivered. <br />All labor, power, fuel and other costs incidental to the transfer incurred by agency shall <br />be borne by that agency. The supplying agency shall invoice the requesting agency for water <br />consumed and the requesting agency shall pay the amount due within thirty (30) days of receipt of <br />such invoice. <br />6. INTEGRATION. This Agreement represents the entire understanding of the Dublin <br />San Ramon Services District and the City of Pleasanton as to those matters covered herein. No prior <br />oral or written understanding shall be of any force or effect with respect to matters covered herein. <br />This Agreement may not be amended or altered except in writing, signed by both agencies. <br />7.
