Section 14. Severability. If any provision or clause of this Chapter or the application <br />thereof to any person or circumstance is held to be unconstitutional or otherwise invalid <br />by any court of competent jurisdiction, such invalidity shall not affect other Chapter <br />provisions or clauses or applications thereof which can be implemented without the <br />invalid provision, clause or application, and to this end the provisions and clauses of <br />this Chapter are declared to be severable. <br />Section 15. A summary of this ordinance shall be published once within fifteen <br />(15) days after its adoption in "The Valley Times," a newspaper of general <br />circulation published in the City of Pleasanton, and the complete ordinance shall <br />be posted for fifteen (15) days in the City Clerk's office within fifteen (15) days <br />after its adoption. <br />Section 16. This ordinance shall be effective immediately upon its adoption and <br />the reason for its urgency is the new State Building Code goes into effect on <br />January 1, 2008 and Pleasanton wants its Building and related Codes to be <br />consistent with this new Code in order that building permits issued after that date <br />meet all new State requirements. If this ordinance were introduced on <br />December 4, 2007, with a second reading on December 18, 2007, it would not <br />go into effect until January 17, 2008, thereby delaying the issuing of building <br />permits for more than two weeks. The ordinance therefore will take effect <br />immediately. <br />Section 17.
