TRANSCRIPT of Item 6.c., Daniel and Belinda Sarich
5 Tuscany Place (1630 Vineyard Avenue)
Planning Commission Meeting, September 28, 2005
Commissioner Marv Roberts: Chairperson Maas, I need to recuse myself as my property is in
close proximity to this property.
Commissioner Phil Blank: And I would also like to disclose that I visited this site with the
applicant.
Chairperson Maas: I was there today with Ford Roberts.
Commissioner Jennifer Pearce: I was there as well today.
Commissioner Anne Fox: I was there with Peter MacDonald and Tom Pico today.
Ms. Donna Decker: Thank you, Chair Maas. This is a work session to review and provide
comments on an application for a Planned United Development to construct an • .
approximately 14,510-square-foot single-family residence and an approximately • • •
130-square-foot pool house on an approximately 20-acre site in the Vineyard Avenue ?-
Specific Plan Area. The General Plan designation is Vineyard Avenue Corridor Specif c'
Plan Area. The zoning is PUD-LDR/HR/OS: Low Density Residential, Hillside . •. ~ •
Residential and Open Space Districts. It was formerly known as the site at '
1630 Vineyard Avenue and is now currently addressed as 5 Tuscany Place. ~-~ ~ •
This particular project has been within the Planning Department for some time, and the
staff report notes that it goes back to 2003. The applicants have very willingly worked on
their application to be able to bring it to the Commission as a work session thus far. It is
my understanding that it has gone through various iterations to get here, and we felt it
important to get input from the Commission in terms of location, siting, and the various
topics that are related to a PUD development plan within the Vineyard Avenue Corridor
Specific Plan Area.
There were several attachments that were provided for you with the previous staff report
that, I understand, all the Commissioners have in their hands and were able to reference.
The applicants most recently did amend their site plan, which provided us an opportunity
to revisit some of the comments that were made in the initial staff report. I would like to
make a comment about that staff report in that what we tried to do with it is to go through
the Specific Plan, since it is quite a lengthy document, and pull from it general concepts
and guidelines that maybe appropriate and may not be appropriate in terms of how one
could actually interpret the applicability of those design guidelines to this siting of this
house.
