Chairperson Maas: Can I ask a question, and this is something that concerns me, that, then, what
you are doing is you are not taking in the environment or the topography, and that was
there first. And I am thinking, this is the terrain that you have to work with so that you
then accustom whatever you are going to build to that.
Commissioner Fox: That goes to my next set of comments, the topography. I talked to Steve
Otto and we went through the Vineyard Avenue Corridor Specific Plan. First of all, I
believe that because the elevation exceeds 540 feet, the residence needs to be limited to
25 feet in height; however, we calculate that via the Municipal Code, turret or not, and be
one story.
So, when we talked about 325 Ray Street Downtown as well, was when we had a
Specific Plan that called for aone-story office building. And I did not support the
application when it came in for two stories. The same here; I think we need to have that
conform to the Specific Plan guidelines to make sure that the height is limited to 25 feet
and one story.
Chairperson Maas: Can I interrupt you, because just for clarity. Are you looking at the location,
the siting as it is, where the applicant is proposing it, when you speak height? Or are you
speaking anywhere?
Commissioner Fox: Any area there that is above 540 feet of the current elevation, the 540 feet
that is in footnote number seven on Table 4-2, Residential Development Standard
Hillside Residential. The other thing is that I think that from the architecture perspective
and the visual prominence of the development, it needs to be minimized, and I do not see
that it is minimized right here.
The architecture for Hillside Residential District talks about medium-to-dark earthtone
building colors. I think that the design would need to be retrofitted to take the medium-
to-dark earthtone building colors and incorporate those. I think the roof form would have
to be broken, rather than have a flat roof. I think the materials would need to be darker.
The natural copper that is proposed for the roof can be reflective material. The the roof
that is the reddish clay needs to be a darker, very dark roof, and I think the natural copper
just will not work on a hillside, where you are going to get reflection of the copper from
the sun.
I think, however, that a house could work in the upper part of the hill, but it would need
to conform to the specific Hillside Residential District design guidelines on page 35.
Chairperson Maas: I'm going to ask you to be specific, and that is, can you go with the
placement of the house where it is being shown right now, where the applicant will want
to locate it?
Commissioner Fox: The placement of the house right now and what would be taken out of the
hillside assumes atwo-story house.
19
