Chairperson Maas: You would go with asingle-story home at that location - is that what I'm
hearing?
Commissioner Fox: Yes, because the thing is, I cannot fathom that when the Specific Plan was
put together - I was not here in 1999 - it talks about one additional residential unit, and it
does not make any mention of demolishing the existing residence or existing accessory
structure onsite. So, I would support a residence going up the hill, cut into the hill, or in
some mechanism, as long as it conforms to the architecture guidelines on page 35, and
conforms to the 540 feet or higher than that being limited to 25 feet in height and one
story.
Commissioner Blank: One of the things that struck me this afternoon when I was out there was
it is very deceiving, and I was not there when the property was walked, so I don't know.
But there is a big fence and a little fence. The little fence, which is easy to overlook, is at
the actual property line; the big fence is not. I immediately jumped to the conclusion and
said: "Oh, is that the property line up there?" "Oh no; the property line is right here."
And I was standing on it, right next to the barn.
So, I tend to think that I need to get clarity about the circle, because I tend to think that it
just seemed like a strange place to draw it if, in fact, that really is where the property line
is. There is not a lot of elbow-room in there.
Chairperson Maas: Right. It's just in my mind, I think it is pretty logical. I see this as a flatland
house. The architecture is great; it's terrific, but I just see it on a flat land, and not on a
hilltop.
Commissioner Blank: My issues with the house, I believe it needs to be in compliance with the
Specific Plan as well. My concern is the lack of an accurate visual representation of what
the house is going to look like. And I am also concerned with what appears to me to be
the large number of heritage trees that appear to be going away. I do not want to see any
of those trees going away; relocated is something else. And I am also concerned with the
duration of the development. Six houses are going to be developed; they are going to put
vineyards on there -that's great and I love it. Is this something they will do for a couple
of years, and then suddenly, it is going to be subdivided and we lose all those vineyards.
So, there is a whole series of issues surrounding this that I think could be worked over
time, but it is going to take a lot of work by us and by the applicant and by the Planning
Department to work through these things.
Commissioner Pearce: I want to say that I appreciate all the work the Sariches have done. I
know this has been a long process for them. My concern is really with the premise. I
feel like we are trying to fit the topography to the house, where it feels like it should be
the other way around. And so, I do not want to say we have to go back to the drawing
board because I know they have done a lot of work, but it feels like it is not even
something that we can decide because our premise is wrong. So, what I am struggling
20
