concave lawn/infiltration basins, dry wells/cisterns connected to roof downspouts, etc.).
Site-specific geotechnical and slope-stability studies and mitigation measures are required
for each individual development in the Specific Plan Area. The applicants have prepared
these studies, which are being peer reviewed by the City's consulting geologist. The peer
review will need to be completed before the Planning Commission and City Council review
the formal application.
Building Design/Architecture
1. Table IV-2 Residential Development Standards (p. 25) -Maximum Building Height~6~ in the
HR District is 30 feet~~~.
Footnote (6) -Building height is measured vertically from the lowest elevation of the
building to the highest elevation of the building, excluding chimneys. Primary buildings
shall be limited to two stories in height, and accessory buildings shall be limited to 25 feet
and one story in height.
Footnote (7) -Primary buildings located on Lot 17 and on existing elevations exceeding
540 feet shall be limited to 25 feet in height and one story.
The 37.8 foot tall, two-story home would not comply with the height or story limits. The 34.2-
foot tall, one-story guest house would not comply with the height limit. The 19 foot tall, one-
story pool house would comply with the height and story limits. No plans were provided for the
barn/winery.
2. General Residential Design Guideline b.l (p. 30) -Buildings should be designed to
minimize visual height and bulk. Building height, bulk, and floor area should respond to lot
size, natural site terrain, and other site conditions. Wall recesses and projections, roof
overhangs, decks, porches, bay windows, dormer windows, and other architectural features
are encouraged to reduce visual bulk and create interest.
The residence does not appear to be designed to minimize its visual height and bulk since it
exceeds the height and story limits. The guest house does not appear to be designed to minimize
its visual height and bulk since it exceeds the height limit.
3. General Residential Design Guideline b.6 (p. 31) -Building feature proportions (i.e., doors,
windows, entries, roof forms, wall massings, etc.) should be carefully balanced. One-story
entries are strongly encouraged while entries exceeding one-and-one-half stories should be
prohibited.
PUD-32 Page - I1 - June 8, 2005
