The proposed front and rear entry features are two-stories and do not comply with this
guideline.
4. Specific Hillside Residential District Design Guideline b.l (p. 35) -House designs should be
limited to traditional architectural styles and forms adjusted to conform to the natural
character of the site.
Although staff believes that the proposed house design could be considered a contemporary
interpretation of a traditional architectural style, staff feels that the proposed design has not
been adjusted to conform to the natural character of the site.
5. Specific Hillside Residential District Design Guideline b.2 (p. 35) -Architectural design
should emphasize the blending of buildings into the natural surroundings and minimizing
building visibility from off-site areas.
Staff does not believe that the design of the proposed residence blends into the natural
surroundings; instead the terrain would be changed to conform to the design of the structure. In
addition, several existing trees would be removed to accommodate the footprint of the house.
Staff also believes that the residence has not been designed to minimize its visibility since the
structure exceeds the height and story limits.
6. Specific Hillside Residential District Design Guideline b.4 (p. 35) -Medium to dark
earthtone building colors shall be used to complement the surrounding natural setting.
Darker colors will generally be less conspicuous when viewed from a distance. White, tan,
light gray, blue, and yellow are inappropriate building base colors.
In order to make the building less conspicuous when viewed from a distance, staff believes that
darker earthtone colors should be used for the stucco walls and that the red-, orange-, and
peach-colored roof tiles should be changed to dark shades of brown.
Discussion Points or Buildin~Desigyt/Architecture
The proposed house would be located on existing elevations of 626 to 667 feet (the proposed
house pad elevation is 625 feet) and, therefore, is limited to 25 feet in height and one story.
Staff estimates the height at approximately 37.8 feet at the top of the cupola, which exceeds
the 25 foot height limit established in the Specific Plan. In addition, the house is two stories
plus a basement. Does the Commission feel that the height and number of stories is
acceptable?
While the Specific Plan indicates that the site development standards such as building height
may vary for unusual site conditions as long as any new standards are consistent with the intent
of the Specific Plan, staff does not believe that there is an unusual site condition present-the
PUD-32 Page -12 - June 8, 2005
