house would be on a flat pad-nor does staff believe that the increased height or added story
comply with the intent of the Specific Plan (please see Specific Plan excerpts 1 and 8 in the Site
and Grading Plans section and excerpts 2, 3, and 5 in the Building Design/Architecture
section). Therefore, staff believes that the house should be redesigned to comply with the height
and story requirements. Staff believes that basement area shouldn't be counted as a story
provided that the basement is entirely located below grade with no exposed building walls
(except for the small window wells required by Building Code).
Is the proposed architectural style and form acceptable?
In staffl s opinion, the building architecture can generally be described as a contemporary
interpretation of an Italian villa. Staff feels that the proposed architectural style is acceptable
provided that it complies with the Specific Plan standards and guidelines regarding building
location, height, number of stories, and colors and materials.
Is the house size acceptable?
Are the colors and materials acceptable?
- Should the building and roof colors be darker earthtone colors?
- Should the copper roof be changed to tile?
Based on the photograph of the color/material board, staff does not believe that the proposed
colors and materials comply with Specific Hillside Residential District Design Guideline b.4
(please see Specific Plan excerpt no. 6 in the Building Design/Architecture section above).
Staff recommends that darker earthtone colors be used for the stucco walls and that the red-,
orange-, and peach-colored roof tiles be changed to dark shades of brown.
Are the designs of the accessory structures acceptable? Note: no plans were provided for
the barn/winery.
The proposed height of the guest house is approximately 34.2 feet at the top of the tower,
which exceeds the 25 foot height limit established by the Specific Plan. Is the proposed
height acceptable?
Staff feels that the tower adds unnecessary mass to the structure and makes it more visible off
site. It also causes the structure to exceed the height limit (the building would be approximately
22.3-feet tall if measured from the base of the building wall to the top of the main ridge).
Therefore, staff feels that the tower should be eliminated or reduced to not exceed 25-feet tall.
PUD-32 Page -13 - June 8, 2005
