Staff Comments for PUD-32 Sarich - November Z0, 2003
Lot Layout
The location of the new Hillside Residential lots does not comply with that
identified in the Vineyard Avenue Corridor Specific Plan (VACSP ). See page 25
of that document and the Land Use map which notes/shows the additional lot to be
located on the flat bench area where the existing garage structure is located. It was
anticipated that a new garage to serve the existing residence would be built on the
other side of the new access driveway closer to the existing residence.
Grading
The proposed flat pad grading of the top knoll area is not consistent with the intent
nor requirements of the VACSP. "Grading for buildings, driveways, outdoor-use
areas, etc. should be compatible with existing topography and minimized to
preserve the natural site topography." The Vineyard Avenue Specific Plan states
"The purpose of this designation (Hillside Residential) is to allow the clustering of
homes in well-defined areas of the hills in order to preserve significant natural
features such as ridgelines, hilltops, oak woodland, creeks, and steep slopes."
Furthermore, the design guidelines in the VACSP specify that homes on sloping
terrain should conform with slope topography. Therefore, rather than create a flat
pad at the top of this site by grading the knoll, the house should be constructed in
the previously-graded flat area where the existing garage is located which is the
reason the additional home site was approved for this location.
Architectural Design of Proposed Custom Home
The design guidelines for Hillside Residential district homes state that the home
should be a traditional style and have a form adjusted to the natural character of
the site. Additionally, the design of the home was to blend the buildings into its
natural surroundings. The proposed house design does not conform with the
natural setting, rather the terrain is proposed to be changed to conform with the
design of the structure. Staff recommends that the form and design of the
structure be changed to conform with its setting in conformance with the VACSP.
The VACSP recommends that medium to dark earthtone colors be used. No
colorboard has been submitted. Please submit samples of the colors and materials
which conform to the requirements of the VACSP.
The height of the proposed structure would exceed the maximum allowable 30 ft.
height limit (measured from the highest to lowest portion of the home) by 6 ft.
Additionally, the height of the proposed guest house would exceed the maximum
allowable 25 ft. height limit by 6 ft. The proposed redesign of the structure should
adhere to the maximum height limits in the VACSP.
