will lead to an adjustment in the amount of revenue received from this source. As a
result, this amount may increase in future years to meet projected maintenance
demands. Changes regarding this fee adjustment will be reflected as part of the CIP for
next fiscal year. The reduction in Grants and Miscellaneous funds results primarily from
changes in Propositions 42 and 1B revenue which is derived from State gas taxes and
bond revenue and subject to statewide adjustments. However, recent projections
indicate the funding listed above should be consistent for the remainder of this CIP.
The Transfers Out and Development Fee Adjustments reflect the transfer of
development fees projected to be received from one year to the proceeding year to
mitigate the potential impact from development fees discussed below and transfers to
operations related to completing engineering design of CIP projects.
Development Related Fees and Utility Connection Fees fluctuate from year to year to
reflect estimated development activity from approved private development projects.
Because the CIP includes revenue projections from only approved developments, in
general, these adjustments do not necessarily reflect a loss or increase of revenue
overall but an adjustment reflecting the anticipated timeline for receipt of development
related fees. As an example, approximately $789,000 of the adjustment noted in Table
V below for In-Lieu Park Dedication Fees, and in Table IV above in the Development
Related Fees line, results from the fact that fees expected to be received last year from
Bernal Property residential development will not be received until next year. As a result,
fees projected for 2007 were less estimated and fees for 2008 will be more; however,
overall, over time, fees will remain constant. To guard against the impact of these
fluctuations, only available development related revenue is assumed available for
funded projects. As an example, development revenue projections for FY2008/09 are
estimated based on development related fees collected in calendar year 2007. As a
result, future development revenue projects may occur without being significantly
impacted from development related fee fluctuations. As noted below, overall
development fees will be adjusted by approximately $1,676,770 (43%) over the next
three years. Because the CIP only includes revenue projections from approved projects,
the approval of new developments, such as Staples Ranch, may result in fee increases
in future CIP’s. A comparison summary of development related revenue and utility
connection fees is listed below.
TABLE V
COMPARISON OF DEVELOPMENT FEES
(2008-09 through 2010-11)
Projections in Mid-Term
Current CIPProjectionsDifference %
Traffic Impact Fees $1,538,934$1,853,140$314,206 20.42%
In-Lieu Park Dedication Fees $797,474$1,828,649$1,031,175 129.31%
Public Facility Fee $709,842$916,171$206,329 29.07%
Tri-Valley Transportation Fees $146,743$146,743$00.00%
Dougherty Valley Mitigation Fees $150,000$150,000$00.00%
Subtotal Development Fees $3,342,993$4,894,703$1,551,710 46.42%
Utility Connection Fees $271,882$396,942$125,060 46.00%
TOTAL$3,614,875$5,291,645$1,676,770 46.39%
ëð
