included as a condition of approval the use of anon-glaring material in order to avoid a glare on the
surrounding residences.
Mr. Iserson stated that the landscaping plan has not yet been revised in conjunction with the relocation
of the entrance driveway. However, staff has added conditions regazding the landscaping interface, and
they feel the proposed landscaping along Stoneridge Drive should be consistent with the existing
landscaping on the site.
The final issue relates to the treatment of the surface of the new pazking lot. The applicant has indicated
that he would like to keep the lot cleaz of landscaping because of his future plan to use it as a
playground. Staff has agreed to work with the applicant to reach a resolution, but is concerned with
approving a lazge pazking lot with no trees at all. At this time, staff has included a condition that
requires trees only in the end-caps of the pazking aisles, and they would like to see that condition remain
in place, as identified in the memo dated February 25, 1998.
Mr. Iserson reported that staff is quite pleased with the plan and appreciates the valuable input from the
surrounding neighbors. They feel that it will be an impressive and attractive addition to the site and is
consistent with the Master Plan. Staff is, therefore, recommending approval, subject to the condition
noted in Exhibit "B" and in the February 25, 1997, Memorandum.
PUBLIC HEARING WAS OPENED
Reverend Daniel E. Danielson, 3999 Bernal Avenue, stated that he is the pastor of St. Augustine's
Church and the developer of the project. He is pleased with staffs work on the project, and has found
them to be quite helpful. He further stated that he is sensitive to the concerns of the neighbors and noted
that many of the conditions of approval were initiated by him and not by staff.
He also stated that, at this time, there is no commitment to build the school by a certain date; however,
he wants to be sure that nothing will get in the way of that building. He stated that since he anticipates
approximately 300 students at the school from kindergarten through eighth grade, there must be a lazge
play azea. Therefore, the whole lot will be used for a playground during school hours, and he feels that
lazge trees in the middle of a play azea would be unsafe. He stated that he will do whatever is needed
now in order to get the project approved, but would like to discuss using landscaping that can be
uprooted and moved once the playground is needed. In addition, he would like to have the outdoor
pazking lights on a timer and feel the hours of illumination should be discussed with the neighbors. In
addition, although it was not his original preference, he will agree with staffs suggestion of moving the
parking lot entrance to Rheem Drive. He feels that its location 25 feet away from Mr. Ferguson's
property line is fully sufficient, noting that the Code only requires 10 feet. However, he is concerned
that if the driveway is moved any further north, it will encroach on the land to be used for the school.
With regazd to the improvements along Stoneridge Drive, he feels it is time for the City to give this
matter its attention. He wants to be sure that the lanes aze developed by the time the church construction
is completed at the end of 1999. He noted that the church also donated the land for a deceleration lane
and suggested that it be developed at the same time in order to prevent traffic from backing up on
-- Stoneridge Drive.
Planning Commission Page 11 February 25, 1998
