and misconduct. Initially, staff had recommended gating the lot after hours, but Reverend Danielson felt
that was not ideal because keys would have to be given to the numerous groups of people using the
facility. Staff, therefore, spoke with the City Police Department which agreed to increase its presence
and surveillance of the azea.
Although neighbors also expressed concern with possible overload parking on the residential streets, Mr.
Iserson pointed out that the applicant is providing almost twice as many pazking spaces than is required
by the Code. Furthermore, deleting the Bowen Street driveway will remove a direct connection between
the Church site and the neighborhood streets, making it less likely that overflow parking will occur in
the neighborhood. Therefore, staff does not feel that will be an issue. However, staff has included a
condition requiring early construction of the parking lot of Phase II if it is later determined that there is
insufficient pazking. In addition, staff has added a condition requiring at least 15 minutes between
services in order to allow sufficient time for the lot to cleaz. He noted that the time can be increased in
the future if pazking and/or traffic problems are identified.
Mr. Iserson reported that the landscaping between the church and the residents was also discussed. Staff
has included a condition requiring additional lazger trees to be provided along the southern property line,
with input for the neighbors on the type of species. In addition, there was concern expressed with
disturbing noise caused by eazly-morning trash pickup. Staff and Reverend Danielson have agreed to
discuss the problem with Pleasanton Garbage Service and asked that the trash be picked up at a later
hour. Staff has, therefore, also included a condition prohibiting trash pick-up and pazking lot cleaning
between 10:00 p.m. and 7:00 a.m.
In addition, there were also concerns raised with the hours and length of construction. Staff suggested
that outdoor work hours be completed Monday through Friday from 8:00 a.m. until 5:00 p.m. However,
Mr. Iserson noted that the normal condition allows work on Saturdays, but feels it's an issue that should
be discussed with the neighbors. He commented that indoor construction activities should not
necessarily be limited to certain times, as long as they do not interfere with the neighbors.
Mr. Iserson also reported that overall, staff feels the design is consistent with the Master Plan. He feels
that relocating the entrance driveway to the pazking lot onto Rheem Drive is positive, although Mr.
Ferguson suggests it be moved further away from his property line. He commented that the City code
requires such a driveway to be at least 10 feet from a neighboring property line, and this one would be
25 feet. He feels that there may be ways to move it an additional five to ten feet without impacting the
future school building.
Mr. Iserson also discussed the improvements to be done along Stoneridge Drive by the City as part of
the agreement by the church to donate land for a portion of Neilson Pazk. He noted that the plan for the
improvements is identified in the City's capital improvement project, but remains unfunded at this time.
Since the church is anxious to have the improvements completed as soon as possible, staff will address
the issue with the City Council.
It was also reported by Mr. Iserson that staff feels the azchitectural design is consistent with the existing
structures and with the Master Plan. They aze especially pleased with the copper roof and feel it will
embellish the site. Staffs only concern with the design is with the skylight. They have, therefore,
Planning Commission Page 10 February 25, 1998
