driveway could be moved north a bit more, it could not be more than several feet without impacting that
tree.
Mr. Friends also stated that he feels item number 55 on page B-8 is unreasonable. Chair Cooper noted
that the remote control access would be for emergency vehicles and there would be a special lock
allowing them to gain access. Mr. Iserson commented that a remote control access is much easier than
using a key.
In summary, Mr. Friends asked the Commission to approve the application, noting that Reverend
Danielson has worked hard to address the neighbors' concerns and to make them happy.
John Ferguson, 4485 Bowen Street, stated that it is unreasonable to have a driveway 25 feet from his
property line that has as much as 130 cazs traveling past his home every Sunday. He strongly objects to
having the entrance so close to the property line. He asked that the entrance be moved as far north as
possible without affecting the heritage walnut tree or the future school building. As an alternative, he
suggested that it be moved back to the east side of the church, as proposed in the original plan.
Kathryne M. LaGrange, 3833 Kamp Drive, asked whether an EIR was required for this project, noting
that a pair of hawks aze nesting in a tree on the property between the church and the pazk. Chair Cooper
stated that this application does not concern that piece of land.
Reverend Danielson commented that he paid over $400 for a study on the heritage walnut tree and was
told that it should be removed due to its poor condition. He also stated that he just noticed Condition 72
- requiring a cover over the existing trash azea and asked for further clarification on the issue. Mr. Iserson
explained the need for covering the trash area, and the applicant stated his disagreement with that
condition, noting that it would change the design of the building. He also expressed concern that the
lazge trash trucks would not be able to drive into a covered azea.
A brief discussion took place relating to the location of the proposed driveway and the impact it could
have on the heritage tree.
Mr. Friends re-addressed the Commission regarding the Saturday construction schedule. He feels that if
it only decreases the length of the project by just a minimal amount, then Saturday hours should not be
included. However, he stated his willingness to work with the church on the issue.
Victoria Holt, 3390 Vermont Place, stated that she is a member of the St. Augustine's Parish and was
been involved in the fund raising for their new church. She stated that she is here to address Agenda
Item 6.e. and urged the residents to research what is planned for Stoneridge Drive. She stated that the
East Side Plan is to extend Stoneridge Drive to hook up with El Charro, which will drastically increase
the traffic along Stoneridge Drive. She also recommended that the concerned neighbors investigate the
"boiler plate conditions" relating to hours of construction operation, noting that Kaufman & Broad will
be working seven days per week if the Staples Ranch project is approved. Therefore, she and her
neighbors are planning on asking the City Council to amend the boiler plate conditions for that particulaz
project.
PUBLIC HEARING WAS CLOSED
Planning Commission Page 13 February 25, 1998
