Commissioner Wright stated that he sympathizes with Mr. Ferguson and realizes the direct impact the
proposed driveway will have on his home. He agrees with Reverend Danielson that an additional study
should be done on the tree before a decision is made on the placement of the driveway. With regazd to
the parking lot, he feels that landscaping should be included in order to soften its appearance. He also
agrees to using asphalt curbing in lieu of concrete curbing because it could be more easily removed in
the future to prevent tripping on the playground. In addition, Commissioner Wright feels that a tree in
the middle of a playground is no more of a hazard than playground equipment and feels that it is
unlikely that children will be running into it. He also feels that the trees will provide necessary shading
for the playground. He further stated that he feels it will be necessary to have a few lights in the pazking
lot illuminated during the night; however, he recommends that the others be on a timer and fumed off at
an acceptable hour following services. He, therefore, supports the project.
Commissioner Dove stated that he agrees with Commissioner Wright on the lighting issue. With regard
to Condition 55, he feels that Reverend Danielson should work with the Police Department to determine
what type of access would be acceptable for emergency situations. He expressed concern with the
proposed hours of construction, nothing that evening and Saturday hours could pose safety problems.
Commissioner Barker stated that she also sympathizes with Mr. Ferguson and feels there should be
some type of buffer between his property and the proposed driveway. She suggested including some
type of sound control in addition to the landscaping. She feels that staff and the applicant should do
everything possible to accommodate Mr. Ferguson, especially in light of the fact that he is not objecting
to the plan. She also agrees that the lights should be on a timer with input from the neighbors and the
Police Department on the hours of illumination.
Commissioner Barker asked what the capital improvement plan is for Stoneridge Drive. Mr. Higdon
explained that the improvements have been in the City's capital improvement plan for several years, but
the City Council has not funded the project yet. He stated that at any time they can allocate the funding
and direct staff to proceed with the improvements. In addition, he noted that they aze scheduled to
review the project at the beginning of 1999, and the improvement can be done by October, 1999, in
conjunction with completion of the church. Commissioner Bazker feels that the City Council should be
asked as soon as possible to move forward with the improvements.
Commissioner Barker further stated that she does not like the idea of planting trees in the proposed
pazking lot, only to have to teaz them down for the future playground. She, therefore, agrees with
Reverend Danielson that shrubbery might be best for the parking lot and be uprooted and replanted
elsewhere when the playground is constmcted. She voiced her support of the project.
Commissioner Kumazan noted that he visited the property today and reviewed the plan illustrations. He
feels that when completed it will be an attractive addition to the City, and he supports the project. With
regazd to the end-island planters, he feels the applicant should be given some flexibility for future
changes for the playground. He, therefore, suggests deleting Condition 7d. He feels that staff has
thoroughly addressed the lighting issue and is pleased with Condition 14, and recommends that it remain
unchanged. In addition, he Feels that the applicant should work with the Police Department in
determining an acceptable access to the property from the locked gates.
Planning Commission Page 14 February 25, 1998
