quite offended when people come in and blame and attack staff on issues over which they have no
responsibility.
Commissioner Bazker noted that when she was on the traffic circulation subcommittee of the General
Plan review, their most important task was evaluating the character of the streets. She stated that the
objective was to have safe streets for vehicles, bicyclists, and pedestrians. She stated that the general
plan has a lot of good intentions that now need to be incorporated with the land use elements.
Carole Vazela, 3858 Mohr Avenue, asked when the next public meeting would be held on this issue so
she can work with staff on the public notice. Mr. Swift reminded her that staff intends on scheduling a
special meeting. Commissioner Kumazan suggested that this issue be the only agenda item at the special
meeting, or be the only item at a regulazly scheduled meeting. Commission Wright pointed out that two
items have already been continued to the March 11, 1998 meeting, and it would not be fair to delay
those applications any further. Chair Cooper commented that he feels this issue is important enough to
require a special meeting, and Mr. Swift agreed to schedule it as soon as possible following the staff
report. Chair Cooper also suggested to Ms. Vazela that she contact staff to give her input on rephrasing
the public notice. She agreed to do so, nothing that she will reserve her comments on this issue until the
next public hearing.
Peter Cohen, 1602 Martin Avenue, stated that his main concern is what will happen with the Busch
property. He noted that there has been a message that the ad-hoc committee did not adequately protect
the neighborhood from traffic. He feels that it is important to not lose sight of the accomplishments that
were made by the committee, specifically relating to Mohr Avenue and Busch Avenue connections. He
- does not want the east side plan to become too big and too broad because he does not want people from
other azeas of the City planning streets in his community. He suggested that different subcommittees be
formed for different azeas and projects. In addition, he feels that the committees should be made up of
80% residents from the neighborhood that is being studied. Mr. Cohen also feels that a logical schedule
for proposed land uses should be fully evaluated in order to integrate those uses logically into the
community.
AI Wiemken, address not stated, reported that he has been involved in the development process of the
City for over 30 years. He feels that the Planning Commission and planning staff has done a wonderful
job over the yeazs and he is bothered by the way they have all been treated this evening. He also stated
that the city has been built and developed on compromise, and that's the way most everything is done.
He suggested that further studies not be done on issues that have already been addressed and decided.
He further stated that the real problem is that most people do really pay attention to or understand the
issues or get involved late in the process and complain about things that have already been decided.
Finally, he voiced his opinion that all land west of Martin Avenue should stay out of the plan.
Kevin Best, 3300 Wooden Valley Road, Napa, noted that 12 yeazs ago the Planning Commission
approved his business, Pleasanton RV & Storage. He reported that he has had a very successful and
profitable business since that time. He further stated that he is representing the Best property. He
suggested that the Commission establish a new boundary along Valley Avenue. He pointed out that he
is a stakeholder in this project and is available to participate with any study group.
Planning Commission Page 20 February 25, 1998
