Victoria Holt readdressed the Commission and told Mr. Wiemken that she does not feel she has been
rude or disrespectful in any way to either staff or the Commission.
PUBLIC HEARING WAS CLOSED
Commissioner Bazker asked Mr. Swift to provide the Commission with information relating to the
availability of Commercial, Office, and Industrial space three yeazs ago when the General Plan was
developed versus what is available now. She also wants to find out what kind of revenue the City
received from the different land types so the Commission can make intelligent decisions about what to
build. In addition, she feels that Staples Ranch, Busch, and Kaiser should be included in the study, but
nothing south of Valley Avenue or west of Martin Avenue. She further stated that economics have
changed significantly since the general plan was developed and, therefore, it should be re-evaluated.
Commissioner Barker also asked Mr. Swift to provide information on whether there is a plan for a
frontage road between Dublin and Livermore and whether there will be some other alternate to I-580.
Finally, Commissioner Barker expressed concern with the make-up of the growth management
committees, noting that most people never end up getting what they want. She suggested including
some type of sound control, specifically a berming, in addition to the landscaping.
Commissioner Kumazan also acknowledged that many things have changed since the Specific Plan was
developed in 1989. His interest is preserving the quality of life in Pleasanton and feels that can best be
achieved by focusing on all seven elements identified in the General Plan. He agreed that traffic,
-- drainage, and flood control issues need to be addressed as well.
Commissioner Kumazan also commended the members of the audience for taking such a strong interest
in the issues and for their valuable participation in the process. He believes that the decisions made by
the Planning Commission now will be felt by the community for the next twenty years. He, therefore,
feels that issues and decisions should be fully evaluated and that the process should move slowly in
order to ensure that the final 15% of the land is strategically and cazefully planned.
Chair Cooper feels that there is a need for an east side specific plan, but it must be reasonable. He stated
that owners of that property have the right to use the land in any manner consistent with zoning, noting
that just because the residents group together and state how they want the land to be used does not mean
they will get what they want. He feels that the community should use this opportunity to make things
better in Pleasanton, rather than try to prevent development.
7. MATTERS INITIATED BY COMMISSION MEMBERS
Chair Cooper noted that he was asked by Wayne Rasmussen to extend an invitation to the Commission
to participate in the Happy Valley Environmental Impact Report. Commissioner Bazker volunteered.
Commissioner Barker advised Brian Swift that she feels that the planning staff member who is present at
the Planning Commission meeting should give the report to the City Council. She specifically stated
- that she heard Brian Swift presented the Planning Commission's recommendation on the Greenbriar
project to the City Council and it was not accurately represented. Chair Cooper stated that the written
Planning Commission Page 21 February 25, 1998
