Z-97-310, Reverend Daniel Danielson
Application for design review approval to construct an approximately 14,725 square foot addition
to the St. Elizabeth Seton Parish and a parking lot expansion at 4001 Stoneridge Drive. Zoning
for the property is A (Agricultural) District.
Jerry Iserson summazized the staff report noting that in 1989 the Planning Commission approved a
conditional use permit for the St. Elizabeth Seton Parish Master Plan The Master Plan was approved to
allow development of the site in several different phases over an extended period of time. Phase I of the
project included the construction of the existing chapel and 142-space pazking lot. This application
relates to Phase II of the project consisting of the construction of an approximately 15,000 squaze foot
church and 180-space parking lot.
Mr. Iserson also described the proposed church design stating that it would match the existing chapel. In
addition, the roof of the new church would connect with the chapel roof to create one lazge structure.
Mr. Iserson further reported that early in the process, staff sent letters to all neighbors within 1,000 feet
of the site, and originally only three responses were received. However, after staff sent out the public
notice for the February 11, 1998 hearing, approximately 12 additional responses were received,
including a request for a change in the site plan. Therefore, staff continued the hearing to February 25,
1998 in order to allow additional time to address and attempt to resolve the reported concerns. One
major neighborhood issue was the proposed placement of the entrance to the new church parking lot
from Bowen Street. Staff agreed that that was not the best location for the entrance, and the applicant
agreed to relocate that entrance on Rheem Drive. Mr. Iserson further noted that the relocation of that
entrance has not revealed any traffic issues and is still consistent with the Master Plan. In addition,
although most of the neighbors aze pleased with the change, John Ferguson, 4485 Brown Street, has
expressed concern with the proximity of the proposed driveway entrance to his property line and
suggested that it be moved further away.
Another concern expressed by the neighbors was with the pazking lot lights. Therefore, at staffs
suggestion, the applicant has agreed to install light shields on all existing and new lights along the
property line shared with the neighbors. In addition, there were also discussions about turning off all of
the lights following services. However, for safety reasons, staff has suggested that at least two lights
remain illuminated during the night. Another concern raised with the parking lot was unauthorized entry
Planning Commission Page 9 February 25, 1998
