Commissioner Kinzer provided details of the neighborhood meeting he attended with staff. He noted that
after the meeting, it was clear to him that any funds for all-weather fields should be allocated to the Bernal
Community Park project. Commissioner Kinzer agreed with neighbor's comments regarding
improvements that should be made to Upper Bernal for the benefit of both neighbors and the sports
groups, and recommended that the Commission not pursue changing this field to anall-weather surface.
Commissioner Dibiase questioned whether staff had checked on the environmental impacts of putting in
artificial turf at Upper Bernal. Mr. Fulford and Ms. Hagopian indicated they had checked on concerns
about use of artificial turf and had seen no data regarding problems with these surfaces. They also
provided information regarding costs for the installation. Commissioner Dibiase confirmed with Mr.
Wolfe that a cost analysis had not yet been conducted.
Commissioner Dibiase also expressed concerns about how the field would be assigned to the different
sports groups, should the Commission decide to move forwazd with artificial turf for Upper Bernal Field.
He indicated that he agreed with the staff recommendation to spend funds for including an aztificial field
at Bernal Community Park, and did not want use of Upper Bernal to be taken away from the neighbors.
Mr. Wolfe indicated he had no concerns with scheduling of Upper Bernal should the Commission decide
to approve the conversion of the field.
Commissioner Pentin discussed with staff the age of the existing play equipment at Upper Bernal, the cost
of making improvements at the site, the amount of time the field would be shut down to complete
renovations, and the inconvenience to the neighbors. Ms. Hagopian and Mr. Wolfe addressed the issue of
drainage at the Feld, and the work necessary to make the improvements. Mr. Fulford advised
Commissioner Pentin that play equipment at this field was not designated for replacement for
approximately 4-5 years. Commissioner Pentin would like neighbors and sports groups to continue to use
Upper Bernal, but thought the pazk should be improved.
Chairperson Kummer thanked the Upper Bernal Field neighbors for attending the meeting and providing
their comments, and also thanked staff for doing such a great job working with the neighbors. He felt the
City did a great job taking caze of its sports fields, but agreed that Upper Bernal was not one of the best
parks. Chairperson Kummer indicated that the Commission had heazd from the community and the sports
groups about the need for more lighted and all-weather fields, but didn't believe this was the right park to
make the changes.
A motion was made by Commissioner Kinzer, seconded by Commissioner Dibiase, recommending
renovation of Upper Bernal Field Pazk be considered as a future Capital Improvement Project (CIP) when
the plan is updated in spring 2009, and that the emphasis for a synthetic, all-weather type surface field be
focused on Bernal Community Park.
ROLL CALL VOTE:
AYES: Commissioners Dibiase, Ellgas, Kinzer, Pentin, and Chairperson Kummer
NOES: None
ABSENT: Commissioner Ritter
ABSTAIN: None
Parks and Recreation Commission Minutes
July 10, 2008
Page 4
