Little Ivy League "LIL" School
Conditional Use Application
General Description
Students are picked up from L1L, between the hours of 4:00 PM and 6:30 PM by parents. Based
on our current operations, half of oru students are siblings or have arrangements with friends,
neighbors and colleagues to carpool home.
The proposed facility, combined with the adjacent church building, has more than 127 parking
spaces available, plus a parking easement with the neighboring facility to the North, currently
owned and occupied by Verizon (4440 Willow Road).
Our next door neighbor at 4430 Willow, in an adjoining and abutting suite, is the Fountain
Church. The church does not operate weekdays during our business hours. Since all of our after
school students would he vanpooling to the facility, no additional parking spaces would be
required until pick up time which is between 4:00 and 6:30 pm when most tenants in the business
park will be closed. Based on our current location and activity regarding transportation, we
have found our program does not impact on-site circulation and that this new facility is better as
parents would be instructed to use the 4440 driveway off Willow Rd. to remain clear of the
existing traffic from the neighborhood office uses as well as offer a right in- right out traffic
pattern.
No commercial regular pick up or delivery services are required for our school.
Licensing:
According to California State Department of Social Service Oakland BARD office, our program
qualifies as EXEMPT fiom licensure requirement as a "private recreation program' under Title
22, Division 12, Chapter 1, Section 101158 of the California Code of Regulation, which is the
governing statute for child care centers in California.
Security:
All students are required to be signed in and signed out daily in a log book. There is a gate
planned at our main entrance lobby. Students can only be picked up by their parents or a
designated adult on file with our organi2ation. All designated adults are verified with their
driver's licenses for identification at time of pick up.
The facility has a fenced patio of approximately 500 SF for the younger children. According to
the state social service department, this outdoor space is sufficient for Kindergarten students.
Other outdoor requirements are not applicable at this time.
Conditional Use Perarit History:
We obtained a CUP on our first school location at 2340 Santa Rita Road, a multi tenant building.
We did receive one complaint for noise from our next-door neighbor while at the Santa Rita
5/15/2008
