THE CITY OF
~ ~~
~~~i m ~ m ::i:: 1~~
j~L~£~S~NTONo
MEMORANDUM
Date: July 7, 2008
To: Planning Commissioners
From: Steve Otto, Associate Planner
Subject: Case PUD-74, Ponderosa Homes II, Inc.
ATTACHMENT 5
Since the writing of the Planning Commission staff report, staff received several questions from Nancy
Allen, which are included below. Staff responses to the questions are italicized.
Hi Steve,
Thank you for your feedback from Mike Tassano on the traffic question. When I read the detail Mike
referenced in the ITE handbook, I saw that the handbook said the data for traffic will vary significantly
depending on age and activity status of the occupants, which I still do not understand and am wondering
if Pam and team have more detail on expected status of proposed community (vs. the actual profile of
existing owners in their highest end area near Mohr avenue which I thought was close to 50 also.
Response from Traffic Engineering:
The land use the City used for the project is "Senior Adult Housing -Detached ". There are 5 land uses
available for our use in the ITE trip generation manual: Senior Adult Housing (Detached), Senior Adult
Housing (Attached), Congregate Care Facility, Assisted Living, and Continuing Care Retirement
Community (CCRC). Ofthese fve, the "SeniorAdult Housing-Detached" description most closely
matched the land use for the proposed project. Here is a brief description of the land use (abridged):
"...detached independent living developments, including retirement communities, age-restricted housing
and active adult communities. These developments may include amenities such as ...24-hour
security....and common recreational facilities. However, they generally lack centralized dining and on-
site health facilities. They may or may not be gated. Residents in these communities are typically active
(requiring little to no medical supervision). The percentage of retired residents varies be
development.... "
The Senior Adult Housing (Detached) trip generation information used in the ITE manual is a collection
of field data and volumes generated from studies of existing facilities. The facilities vary in size and
description and are not necessarily concentrated in one part of the country. There is no way to know the
details of each individual study included in the manual. However, all of them meet the general
description above (minimum age requirements, mix of retirement/working active adults, few if any
children at home permanently, etc.).
