In the traffic study the City had two options to calculate the total number of trips -use the average trip
generation rate or the fitted curve equation generated from the various studies. For this project (as we
do with most projects) the City calculated the trips using both methods and used the higher of the two
values. For this traffic study the fitted curve equation generated more trips from the site than the
average trip rate. By using this conservative approach, the City is able to better identify and mitigate
potential traffic impacts. Ultimately, it is better to mitigate potential issues that might occur than
underestimate any potential issues and be left scrambling to implement improvements.
We do have some tools to identify if the equation we use is reasonably valid. The "coeffcient of
determination " is a statistical term that will give some information about how well an equation fzts with
the real data that generates the equation. The coefficient of determination ranges from 0.0 to 1.00, with
0 having no fzt at all and 1.00 having an exact fzt. Typically values above 0.75 mean that the equation
will generally ft the range of data that generated it. In the case of senior adult housing, the AM and
PM coeff cients are 0.96 and 0.88 respectively. These are pretty high coefficients, which makes me
confident that the trip generation calculations are statistically "in line" with the data that generated the
eguations.
With that said, it is impossible to know the exact number of trips that will be generated by the project.
Ultimately each person that moves in will have their own driving patterns and behavior, and it depends
on who ends up buying the units. However, the proposed project much more closely matches the
description of "Senior Adult Housing -Detached" than it does for the single family detached housing
description. Therefore, it is my opinion that the "Senior Adult Housing -Detached" land use is the best
estimation of the potential site trip generation.
Did you have feedback on the other questions in a-mail?
1) What happens ifproperty is resold (relative to the age limit?) Is this as legal condition that it be
resold to someone over 55?
The age restrictions for the homes would be listed in the property deeds. In addition, realtors would
quickly become familiar with the restrictions and wouldn't mention a home in the development to
prospective purchasers that don't qualify.
a. What is size of garage?
Two-car garages are proposed for each unit that measure 20 ft. by 20 ft. or 21 ft. by 20 ft.,
depending on the house model.
2) Why is 100% of traffic flowing to Busch/Valley and not split with Mohr - as was request for base
community when designed?
The Ironwood development has had a long planning history with many public workshops. The final,
approved project was the outgrowth ofsignificant input from immediate neighborhoods, the
community at large, the City Council, and City commissions.
Traffic/Circulation was probably the most discussed and contentious topic of the project. It was
ultimately decided that the street pattern for the project be designed to eliminate any street
