Drive would be extended as a four lane road with turn lanes through Staples Ranch.
Therefore, landscape plantings within the Stoneridge Drive, Auto Mall Place, and
intervening EVA rights of way should be planned so that long lived plant materials, such
as trees, are not planted in locations that would require their removal to accommodate the
road extension.
A future extension of Stoneridge Drive to El Charro Road would necessitate the entrance
into the Community Park site to be relocated such that it aligns with the public road to the
Continuing Care Community and Neighborhood Park. This intersection would be
signalized. The City would also consider modifying the interior circulation within the
Community Park so that vehicles could choose to enter and exit from different points.
I. Circulation Policies for Staples Ranch
C.1: Work with Livermore, Vulcan Materials, and Alameda County to ensure that El
Charro Road improvements are designed and constructed in accordance with the 2007
Pre Development and Cooperation Agreement.
C.2: Construct Staples Ranch circulation improvements as shown on the Staples Ranch
Circulation Map, including a two lane extension, with tum lanes, of Stoneridge Drive to
serve the Continuing Care, Neighborhood and Community Park sites, a four lane divided
Auto Mall Place with turn lanes to serve the Auto Mall, Retail/Commercial, and
Community Park sites, and an intervening, gated, Emergency Vehicle Access. Signalize
the El Charro Road/Auto Mall Place intersection and the Auto Mall Place intersection,
providing access to the Auto Mall and Retail /Commercial sites.
C.3: Reserve adequate right of way to permit the future extension of Stoneridge Drive
to El Charro Road as a four lane divided arterial with turn lanes, in the alignment shown
on the Staples Ranch Circulation Map.
C.4: Design the intervening Emergency Vehicle Access between Stoneridge Drive and
Auto Mall Place with an automated vehicular gate for use by emergency vehicles (and
potentially buses) and so that it is possible to eliminate the EVA.
C.5: Limit full intersections on Stoneridge Drive /Auto Mall Place on Staples Ranch to
two, between Trevor Parkway and El Charro Road, as shown on the Staples Ranch
Circulation Map.
C.6: Provide at least one gated emergency vehicle access point to each Staples Ranch
development site, in addition to normal vehicle access points.
Stoneridge Drive Specific Plan Amendment/Staples Ranch
Draft October, 2008
46
