AGREEMENT BETWEEN THE HOUSING AUTHORITY OF THE COUNTY OF ALAMEDA AND THE <br /> PLEASANTON HOUSING AUTHORITY FOR THE PERFORMANCE OF SERVICES IN CONNECTION WITH THE <br /> REDEVELOPMENT OF KOTTINGER PLACE <br /> This Agreement(the"Agreement") is made as of 1C 6241^ -'" 3/� , 2015, by and <br /> between the HOUSING AUTHORITY OF THE COUNTY OF ALAMEDA("HACA")and the PLEASANTON <br /> HOUSING AUTHORITY("PHA"). <br /> RECITALS <br /> WHEREAS, PHA owns property consisting of approximately 3.3 acres in the City of Pleasanton, <br /> which is developed with a 50-unit public housing residential complex for seniors known as Kottinger <br /> Place;and <br /> WHEREAS, PHA has approved a master plan for the redevelopment of Kottinger Place,which will <br /> include the demolition of all existing units and appurtenant structures and the construction of 131 units, <br /> including the replacement of the 50 public housing units; and <br /> WHEREAS, PHA requires approval from the U.S. Department of Housing and Urban Development <br /> ("HUD") under HUD's Section 18 program in order to carry out its redevelopment plan; and <br /> WHEREAS, HACA has processed its own public housing units under the Section 18 program and <br /> thus has experience with HUD requirements; and <br /> WHEREAS, HACA administers the Section 8 Housing Choice Voucher("HCV") Program in the City <br /> of Pleasanton;and <br /> WHEREAS, PHA and its developer partner, Mid-pen Housing Corp. ("Mid-pen"), require 50 HCVs <br /> to be project-based at the redeveloped Kottinger Place in order to provide replacement housing for the <br /> residents occupying the 50 public housing units; and <br /> WHEREAS, PHA desires the assistance of HACA in the review of certain Section 18 documents <br /> and the application for 50 replacement housing vouchers; <br /> NOW,THEREFORE, IN CONSIDERATION of the mutual agreements and representations <br /> contained herein PHA and HACA agree as follows: <br /> A. Services. HACA will perform the following services: <br /> 1. review and comment on the disposition application prior to submittal; <br /> 2. review and comment on the relocation plan; <br /> 3. draft the resolution for consideration by the PHA Commission asking HACA to apply for <br /> vouchers; <br /> 4. prepare the staff report and resolution for HACA's Commission authorizing submittal of the <br /> voucher application; <br /> 1 <br />
