,. ,,
TO:
FROM:
S~3BJECT
March 16, 1976 .
Honorable Mayor and Members of the City Council
i
City Manager '
Proposed Affirmative Action Plan
introduction
As the City Council is aware, in the furtherance of the goal of equal
opportunity in employment, Federal legislation requires the City to
develop, adopt and administer an affirmative action program. In
compliance with said requirement, we have developed the attached
affirmative action plan for your consideration.,
Purpose of Affirmative Action Plan
Given the general goal of insuring. equal opportunity in employment,
the purpose of an affirmative action plan is to set forth the pro-
cedures, goals, and timetables to which an agency pledges its go9d
faith effort in order to increase the utilization of minorities
and females at all levels and in all segments of its work force
where utilization deficiencies exist. The term utilization refers
to the employment of minorities and females in all classifications
a.t a rate which can reasonably be expected given their availability
in each job classification within the respective labor market. There-
fore, a utilization deficiency or underutilization exists when within
a job classification the number of-minorities and females employed
is less than the number of minorities and females which can reasonably
expected to be available within the labor market of the particular
job classification. It is this latter situation, utilization defi-
ciencies, that the goals of affirmative action are designed to elimi-
nate.
Contents of Affirmative Action
Briefly reviewed, the major elements of the attached affirmative
action program areas follows:
Section I; Sets forth the primary objectives of the affirmative
fiction plan.
Sections II and III: D~
Personnel as the city's
his specific duties and
action.
Section IV: Delineates
managemeht.personnel.in
ssignates the Assistant to the City Manager/
Affirmative Action Officer and sets forth
responsibilities in the area of affirmative
thp..duties and responsibilities of the city's
''affirmative actior_.
