2.4 BNlleiln Boards The PCEA may use portions of city bulletin boards under the following conditions: (1) All materials must receive the prior approval of the Personnel officer. (2) All materials must be dated and must identity the organization that published them. 2.5 Bse of SitrASILlidthal City buildings and other facilities may be made available for use by City employees or the PCEA or its representatives in accordance with such administrative procedures as may be established by the City Manager or his /her designated represen tative. 2.6 Advance Notice Except In cases of emergency as provided below in this subsection, the PLEA, if affected, shall be given reasonable advance written notice of any ordinance, resolution, rule or regulation directly relating to matters within the scope of representation proposed to be adopted by the City and shall be given the opportunity to wt with the appropriate management representatives prior to adoption. In case of emergency which the foregoing procedure is not practical or in the but public interest, the City may adopt or put into practice immediately such measures as are required. At the earliest practicable date thereafter the PCEA shall be provided with the notice described in the preceding paragraph and be given an opportunity to meet with the appropriate management representatives. Section 1. No biscriafmati n Neither the City, the Association, nor any person employed by them shall discriminate against any employee, or applicant for employment because of race, color, religion, sex, national origin, age, medical condition, pregnancy, marital status or handicap, except where such factors are determined to be a bona fide occupational qualification. Furthermore, the City shall not discriminate against any employee because of legitimate employee organization activities. - 6 -
