(b) Inflow and Infiltration Program. Pleasanton agrees to <br /> establish and maintain Infiltration and Inflow programs with <br /> respect to the Ruby Hill Project Area which shall: <br /> (1) Prevent, to the best of its abilities, Infiltration and <br /> Inflow to the collection system. <br /> (2) Minimize Infiltration and Inflow to the Collection <br /> • System through: (i) proper design, inspection of <br /> construction and testing of new public sewers; (ii) <br /> enactment of building codes or permitting ordinances or <br /> regulations governing the construction of private <br /> building sewers and enforcement thereof through plan <br /> review and inspection procedures. <br /> (3) Provide for budgeting and expenditure of funds <br /> sufficient for the identification and elimination of <br /> sewerage system defects which permit Inflow and <br /> Infiltration. <br /> (4) Provide for the enactment and implementation of an <br /> inspection program of the Collection System which shall <br /> be carried out in accordance with standards established <br /> pursuant to regulations implementive of the Clean Water <br /> Acts. Said program shall provide for inspection of the <br /> Collection System within Ruby Hill sewerage service <br /> area in such manner, and to such extent, as shall be <br /> 11 <br />
