•
Attachment 1: Scope of Work and Budget
On March 15, 2017, Zone 7's Board of Directors, per Resolution 17-10, declared a State of
Flood Emergency to address damage from January and February 2017 storm events.
As part of the flood fights conducted by Zone 7 and the City of Pleasanton during the storm
events, a significant number of areas in and adjacent to the flood control channels Arroyo
Mocho, Arroyo de la Laguna, and Alamo Canal were covered to protect the slopes from the rain
in order to reduce the risk of further erosion and bank failure. Material included sandbags and
plastic sheeting, both of which are subject to biodegradation when exposed to sunlight.
It is necessary to maintain plastic sheeting on the damaged areas throughout the summer and into
the next rainy season pending repairs. However, the plastic and sandbags require periodic
removal and replacement. A number of residents of the City of Pleasanton have requested that
this replacement begin immediately. However, due to staffing limitations,Zone 7 is unable to
continually replace the emergency measures at all of the damaged sites in a timely manner.
The scope of work for this Task Order is to inspect sites and identify areas where removal of
plastic and sandbags installed during the rainy season on the damaged banks along the Arroyo
Mocho, Arroyo de la Laguna, and Alamo Canal s appropriate, conduct removal and disposal of
materials in a mutually agreed fashion, and replace them with an equal amount of plastic and
sandbags at each site. This removal and replacement will be conducted once in June/July, and
once again in September/October.
Budget and Compensation
This Task Order covers the cost of labor for Fiscal Year 2016/17 and Fiscal Year 2017/18 and is
anticipated not-to-exceed $15,000.
Invoicing
Invoices for Costs shall be submitted for previous work on a monthly basis. Each invoice shall
include receipts supporting all purchases or equipment rentals arranged for the work, if
applicable.
Timing
The use of labor may be needed between June 12, 2017 and October 30, 2017.
Insurance
Per the Master Agreement, insurance provisions acceptable to each member agency involved in
the Task Order have been included in Exhibit A.
Master Agreement Terms
