He went on to point out that the report
concluded that nothing short of widening or eliminating Spring Street would com-
pletely solve the problem; however, since these solutions were not practical the
City Engineer recommended that all parking on the north side of Spring Street be
eliminated. This would permit two care to pass each other easily which is not
possible now when two cars are parked on either side of the street.
Mr. John Edmands stated that he felt this recommendation did not solve the problem,
and that in fact this would simply aggravate the current situation by encouraging
U -turns and faster driving on the street. He went on to say that since the City
had made an informal agreement with the property owners to widen the street, this
agreement should be honored at this time.
After some discussion, it was moved by Councilman McWilliams and seconded by
Councilman Bubics that Resolution No. 65-149 eliminating the remainder of the
parking spaces on the north side of Spring Street be adopted.
The roll call vote was as follows:
AYES: Councilmen Bubics, Harding, McWilliams, and Vice Mayor Cairo
NOES: None
ABSENT: Mayor Long
Preliminary Survey; Civil Defense Plan
Mr. Fales reviewed the written preliminary study and survey of the City's Civil
Defense Planning, conducted by Lt. Wm. Hildebrand under our contract with Alameda
County for civil defense services. He indicated that this report was essentially
an inventory of our present resources, and that if the Council had no further
comments, it would be distributed to key personnel and more specific planning will
proceed.
After some discussion the Council instructed the City Manager to proceed with the
distribution of the Survey.
Vinta:e Hills Unit No. 4• Construction of Chain Link Fence
Mr. Fales stated that this matter was brought to the Council's attention at their
own request, and that the engineering firm of MacKKay and Somps have indicated that
with regard to the construction schedule of this subdivision, the decision concern-
ing the chain link fence along the creek should be made now.
After some discussion regarding the desireability of a six foot fence as opposed to
a four foot fence and the material from which the fence should be made, it was
moved by Councilman Harding and seconded by Councilman McWilliams that Resolution
No. 65 -150 modifying Annexation Agreement No. 3556 reducing the size of the fence
from six to four feet and specifying a one inch pipe across the top without barbed
wire be adopted.
The roll call vote was as follows
AYES: Councilmen Bubics, Harding, McWilliams, and Vice Mayor Cairo
NOES: None
ABSENT: Mayor Long
