r
'AdO3
(Od3X
A
Ot13X
Livermore Sewage Treatment and Disposal Standard'
Mr. Fales stated that the City Council, on August 2, 1965, was requested to take
a position in support of the sewage treatment and disposal standards recently im-
posed upon the City of Livermore by the Water Pollution Control Board. He went on
to say that before taking any action the City Council desired to solicit the opin-
ion of the P.T.C.W.D. regarding these standards.
Mr. Fales then read his letter to the Water District and their response which in-
dicated that they did approve of thelstandards after reviewing a report of their
engineer and studying the question in some depth.
Vice Mayor Cairo indicated that he would appreciate an opportunity to review this
report and instructed the City Manager to obtain copies for Council review. This
suggestion was agreed upon by the other members of the Council that were in atten-
dence.
Matters For the Information of the Council
Mr. Fales read a memorandum from himself to the City Council which outlined the
program for the International City Manager's Conference, and stated that in view
of the fact that the planned program would be beneficial to both himself and the
City he was requesting permission toattend.
It was moved by Councilman McWilliams and seconded by Councilman Harding that the
City Manager be authorized to attend this year's conference of the International
City Manager's Association.
The roll call vote was as follows:
AYES: Councilmen Bubics, Harding, McWilliams, and Vice Mayor Cairo
NOES: None
ABSENT: Mayor Long
Communications
Mr. Fales read a letter from Leo F. Piazza Paving Co., which outlined some of the
reasons for the delay in completing Tract No.'s 2518, 2519 and 2629 in the Vintage
Hills Subdivision. The letter also requested an extended completion date to
November 23, 1965, in order to complete the work.
After some discussion, it was moved by Councilman McWilliams and seconded by
Councilman Harding that Resolution No. 65 -151 authorizing the execution of an
agreement between the City and Leo F Piazza Paving Company outlining the terms
of the extended contract to November 23, 1965, be adopted.
The roll call vote was as follows:
AYES: Councilmen Bubics, Harding, McWilliams, and Vice Mayor Cairo
NOES; None
ABSENT: Mayor Long
Ordinances for Adoption (second reading)
There were no ordinances scheduled for adoption at this meeting.
Matters Initiated by Council Members
Councilman Bubics stated that the recent seal coat paving job that was completed
by the City under contract was presenting problems with regard to the loose gravel
and open pools of oil. He went on to say that he had received complaints from
downtown merchants regarding this matter and inquired of the City Engineer as to
what was being done to correct this situation. The City Engineer pointed out
that in a job of this sort these things were bound to arise and that at the present
time everything was being done to correct these problem areas.
Councilman Harding stated that because of his business schedule he would be unable
to attend the future meetings of the Amador- Livermore Valley Rock, Sand, and
Gravel Study Committee because they were being held at noon. He asked that the
City Manager be instructed to convey.this information to the Committee and look
into the possibility of evening meetings. He,concluded by saying that he would
withhold his resignation until information was received regarding the possibility
of evening meetings and until the Mayor returned from vacation.
Vice Mayor Cairo stated that he had examined the streets in some of the newer sub-
divisions such as Pleasanton Heights and Mission Park, and that they were already
in very poor condition. He instructed the City Engineer to look into this situa-
tion and prepare a report for Council review.
