Item 3A—Summary of November and December 2018 Public Outreach
• Noted increased connectivity to ACE is important.
• Peters Avenue
o Requested consideration of incorporating bus stops thoughtfully in to the
design of the cycle track.
o Noted the cycle track appears to begin and end out of nowhere,
particularly on the north end- should it extend to Main? Should it extend
down Case Avenue to the middle school? Should it connect to the Town
Square trail- connecting it to Old Bernal and the transportation corridor?
o Concerned the DSP proposed circulation will create more gaps in the
transportation network which is contrary to the goal of the Bike/Ped Master
Plan and closing gaps in the network.
• Division Street
o Suggested partial closure of Division in the near-term.
o Commented the annotation (blue arrows on the image) for the changes is
not clear.
Joint Parks and Recreation Commission and Library Commission (December 6, 2018)
General
• Clarified the uses permitted in the Mixed Use Transitional Area.
• Clarified that no substantial changes were made to the Historic preservation
section.
• Cautioned that extensive outreach should be done throughout this process to any
properties that will have changes.
• Recommended supporting night life to bring revitalization to the downtown.
• Cautioned it will be challenging to keep up with expansion while maintaining
historic "hallmark" feel of downtown.
• Supported the parklet while it existed.
• Suggested additional lights to be added to streets for safety at night.
Transportation/Circulation Enhancements
• Requested clarification on the look and feel of bicycle/pedestrian enhancements
in corridor along First Street.
• Supported Division Street transforming to a "walking street" with outdoor lighting
and dining.
• Suggested intersections on First Street be enhanced as the crossings are
currently very dangerous.
• Requested Main Street be made accessible to all- some materials we use (e.g.,
pavers) may not be ADA compliant/safe.
Potential New Civic Center/Town Square
• Inquired about the contingency plan if the vote for the new Civic Center fails.
• Requested consideration be given to consider operational characteristics of the
proposed parking structure during events like the County Fair.
Prepared for the February 26, 2018 Downtown Specific Plan Update Task Force Meeting Page 4 of 8
